Request for Expressions of Interest (Consulting Services – Selection of a Firm) People’s Republic of China GEF-7 Green and Carbon-Neutral Cities Project Chongqing Green High-Quality Development Project Loan No.: TF-B8386 Procurement No.: 0733-25083682 Assignment: Development of Chongqing Park-Level Smart Energy & Carbon Management Cloud Platform Contract No.: CQ-CS-02 The Chongqing Municipal People’s Government has received a grant from the GEF-7 through the World Bank to finance the Chongqing Green High-Quality Development Project under the GEF-7 Green and Carbon-Neutral Cities initiative, and intends to apply part of the proceeds to the consulting services for the above-named assignment.
Main objectives of the consulting services: Build a digital, park-level energy- and carbon-management system by developing a smart cloud platform that provides full-coverage monitoring of energy consumption and carbon emissions, and guides enterprises inside the parks to conduct carbon monitoring, emission reduction, carbon-asset management, carbon-inclusive schemes, smart investment promotion, and application services for energy-saving & carbon-reduction projects.
The platform will adopt a “one city-level digital base+ customised park modules” model.
Taking the Jiulong New City Park of Western (Chongqing) Science City—the city’s first carbon-peak pilot park—and Liangjiang New Area, China first inland state-level opening-up zone, as pilots, customised modules will be developed for whole-life-cycle management of aluminium-product emissions, zero-carbon logistics, and green supply-chain management, enabling park administrations to close the loop on dual-carbon targets and empowering enterprises to transition to low-carbon development.

The assignment is estimated to require 178 person-months and is expected to be implemented over 18 months, with an anticipated start in December 2025. The Chongqing Development and Reform Commission now invites eligible consulting firms (“Consultants”) to express their interest in providing the required services. Interested Consultants shall provide information demonstrating that they possess the necessary qualifications and relevant experience.
Short-listing criteria: Consultants must meet ALL of the following minimum qualifications and provide copies of relevant contracts stamped with the bidder’s seal.
Experience in digital development of carbon-management platforms or in city-level greenhouse-gas (or CO₂) accounting; Experience in studies or master-plan preparation for near-zero-carbon, green or eco-industrial parks; Experience in grant- or loan-funded projects financed by international financial institutions or foreign government agencies.
If the Consultant is a joint venture (JV), EACH member must satisfy the above specialisation requirements; the JV shall comprise no more than two firms. Key experts will NOT be evaluated at this stage. The Expression of Interest (EOI) shall include, but not be limited to: a. Legal name and business licence; b. Contact person and full details (address, tel., e-mail); c. Corporate profile; d.
Organisation chart, staff composition and facilities; e. List of relevant assignments; f. Other supporting documents; g. Power of attorney. Consultants are reminded of the Bank’s conflict-of-interest provisions set out in paragraphs 3.14, 3.16 and 3.17 of the World Bank Procurement Regulations for IPF Borrowers (November 2020).
Consultants may associate with other firms to enhance their qualifications, clearly indicating whether the association is in the form of a joint venture and/or sub-consultancy. If a JV is selected, all members will be jointly and severally liable for the entire contract. JV size limited to two firms.
The Consultant will be selected in accordance with the Quality- and Cost-Based Selection (QCBS) method set out in the Regulations.
