Tällä tietopyynnöllä on tarkoitus kuulla markkinoilla olevia päihdehuollon avokuntoutusta ja kuntouttavaa laitoshoitoa tuottavia palveluntuottajia sekä kuulla heidän näkemyksiään koskien suunnitteilla olevaa hankintakokonaisuutta. Suunnitteilla oleva hankintakokonaisuus on hankintalain (1397/2016) liitteen E mukainen sosiaali- ja terveyspalvelu, jolloin hankintaan sovelletaan hankintalain 12 luvun säännöksiä.
Hankintamenettelynä on suunnitteilla käyttää avointa menettelyä, jossa hankintayksikkö julkaisee hankintailmoituksen ja asettaa saataville tarjouspyynnön, joiden perusteella kaikki halukkaat toimittajat voivat tehdä tarjouksen.,
