DYCD is seeking qualified vendors to implement Train & Earn, one of DYCDs federally-funded Workforce Innovation and Opportunity Act (WIOA) programs for out-of-school, out-of-work (OSOW) youth in New York City.
Through this RFP, DYCD aims to fund integrated and holistic program models that will strengthen New York Citys (City) workforce development system and help young people gain the support, educational credentials and skills needed to succeed in todays economy. Special Case Determination is not applicable as per PPB Rule 3-10(a) - procurement is being issued through PASSPort, successor to the HHS Accelerator system.
