REQUEST FOR EXPRESSIONS OF INTEREST (CONSULTING SERVICES – Selection of firms) November 04, 2025 Republic of Tajikistan «Socio-Economic Resilience Strengthening Project-Additional Financing» (SERSP AF) ( P168052 ) Grant No: IDA-E4650 Contract No.: NSIFT-SERSP-AF-CS-1-1 Assignment Title: Training and Facilitating Partner (TFP) in Khatlon and Districts of Republican Subordination The Republic of Tajikistan has received additional funding in the amount of 25 million USD from the World Bank for “Socio-Economic Resilience Strengthening Project” and intends to apply part of the proceeds for consulting services.

Under this assignment, the SERSP AF will be implemented in 2 districts of Khatlon region (Danghara, Kubodiyon) and in four Districts of Republican Subordination - (Fayzobod, Nurobod, Roghun, and Tursunzoda).

The National Social Investment Fund of Tajikistan (NSIFT), as the implementing agency of the SERSP AF, intends to use part of the funds for consulting services (the “Services”), which include: community mobilization, capacity building, continuous training and mentoring of local self-government bodies and communities, joint planning, social responsibility, and Community-Driven Development (CDD) mechanisms in Khatlon region (Danghara, Kubodiyon) and Districts of Republican Subordination (Fayzobod, Nurobod, Roghun, and Tursunzoda).

The draft Terms of Reference (ToR) for the assignment can be found at the following website: www.nsift.tj. The final version of the ToR will be provided in the Request for Proposals (RFP). The National Social Investment Fund of Tajikistan (NSIFT) is extending the deadline and invites eligible Non-Governmental Organizations (NGOs) (“Consultants”) to express their interest in providing the Services.

Interested Consultants should provide information demonstrating that they have the required qualifications and relevant experience to perform the Services.

The short-listing criteria are: At least 5 years of work experience and demonstrated capacity in: Implementation of the CDD methodology and familiarity with international, regional and local best practice in this approach; community-level social accountability activities; capacity building for local self-government bodies; developing and delivering capacity building trainings in rural communities, identification of disaster and climate change risks at the community level, development of approaches to adaptation and mitigation measures; Experience in implementing community-level programs financed by the World Bank and/or other international development partners; Availability of the necessary technical and material resources (office facilities, transport, furniture, equipment, office technology, communication tools, etc.) in the assignment implementation area.

Key Experts will not be evaluated at the shortlisting stage. Interested Consultants should pay attention to Section III, paragraphs, 3.14, 3.16, and 3.17 of the World Bank’s “Procurement Regulations for IPF Borrowers” Sixth edition, February 2025 (“Procurement Regulations”), which set forth the World Bank’s policy on conflict of interest.

Consultants may associate with other organizations to enhance their qualifications but should clearly indicate whether the association is in the form of a joint venture and/or a sub-consultancy. In the case of a joint venture, all the partners shall be jointly and severally liable for the entire contract, if selected.

A Consultant will be selected in accordance with the Quality and Cost Based Selection (QCBS) method set out in the Procurement Regulations. Additional information is available Monday through Friday from 9:00 a.m. to 5:00 p.m.
