- Réalisation de 20 fourrages de 100 m pour un débit de 60 m3/h chacun à Taïba Niassène,
- Pour chaque ferme villageoise : Réalisation d'un bassin de 3000 m3 avec pompe de reprise de 120 m3 /h alimentant 10 ha de goutte à goutte, une serre de 2000 m2, Un pivot de 5 ha et de l'aspersion sur 5 ha. Un by pass du bassin et une pompe de 15 m3/h hmt 30 pour la serre
- Pour chaque ferme Warwi : alimentation de 20 parcelles de 0,5 ha et 20 serres complètes de 200 m2 réalisées selon les spécifications techniques fournies.
- Réaliser un mixte énergétique avec des électropompes classiques alimentées à la thermique et pouvant basculer facilement sur l'énergie d'un champ solaire grâce à un commutateur incorporé.
- Fourniture et pose d'un groupe électrogène capable d'actionner de façon optimale les électropompes immergées (débits indicatifs de 60 m3/h, hmt 80 m) et une pompe de surface de 120 m3/h hmt 70 m. Le groupe électrogène et l'armoire de commande seront dimensionnés en conséquence pour répondre à la puissance de la pompe et du pic d'intensité au démarrage des pompes.
- Construction d'une cabine de pompage en dur de 4,00m x 3,00m muni d'une tête de fourrage, centrée sur ce dernier, en métal déployé sur 1,80mn x 1,80m. Cabine de pompage et Tête de fourrage (type SONEES)
- Réalisation de champs photovoltaïques pour alimenter des électropompes immergées classiques pouvant donner le débit de 60 m3/h à HMT 80 my/c le dispositif de sécurité antivol des panneaux (panneaux solaires conformes aux normes internationales).
- F et Pose de variateurs Hybrides AC/DC avec fonctionnement automatique pouvant alimenter les électropompes immergées et l'électropompe de surface. F et Pose de Coffrets DC combiner box et parafoudre et de structure de supports renforcés + visserie inviolable en inox sur massif en béton armé. Prévoir la possibilité de pilotage d'un réseau de stations de pompage à distance grâce aux technologies embarquées à l'aide seulement d'une carte Sim d'un opérateur de téléphone incorporé ;
NB : Pour chacune des fermes, il est prévu la réalisation de deux fourrages de 60 m3/h. Cependant l'exécution du deuxième fourrage peut être jugée non opportune si le 1er est très productif avec un débit minimum de 100 m3/h un dûment constaté à la réception. Dans ce cas, l'exécution du deuxième fourrage sera notifiée par OS. Les exigences en matière de qualifications sont : Fournir une attestation de ligne de crédit, délivrée par un établissement bancaire agréé par le Ministère en charge des finances des pays éligibles, justifiant d'une capacité financière de :
- Deux cent quatre-vingt-onze mille (291 000 000) francs CFA ;
NB : Les attestations de ligne de crédits doivent être délivrées exclusivement par un établissement bancaire agréé par le Ministère en charge des finances . ( Une attestation de capacité financière ne sera pas acceptée ). Disposer d'un chiffre d'affaires annuel moyen pour des travaux de construction au cours des trois dernières années (2022, 2023 et 2024) au moins égal à :
- Un milliard sept cent quarante-huit millions (1 748 000 000) FCFA ;
Correspondant au total des paiements mandatés reçus pour les marchés en cours ou achevés au cours des trois (3) dernières années. Pour ce faire, le soumissionnaire devra fournir les états financiers des trois dernières années dûment vérifiés et certifiés par un expert-comptable agréé membre de l'ONECCA conformément à la législation locale et donner la liste des travaux en cours suivant le tableau joint en annexe ; Avoir réalisé, au cours des cinq années (2020, 2021, 2022, 2023 et 2024), au moins deux (02) projets de travaux de taille et de complexité similaires (Travaux de construction de château d'eau, fourrages, bassins de stockage, pose équipement d'exhaure solaire ou équivalent) d'une valeur minimale de :
- Sept cents millions (700 000 000) FCFA ;
Disposer de moyens matériels et humains suffisants pour l'exécution des travaux ; NB : Le maître d'ouvrage se réserve le droit de vérification de l'authenticité de toutes les pièces justificatives requises ( attestations de services faits de marchés similaires, états financiers, attestation de ligne de crédit, carte grise, diplômes et attestation de travail du personnel etc. ) Les autres critères peuvent être consultés sur le DAO. Le délai de réalisation est de six (06) mois à compter de la date de réception de l'ordre de service de démarrage des travaux.
