Canada reserves the right to modify, change, or terminate, at its sole discretion, any or all of the phases of the Proposed Procurement at any time during the Proposed Procurement period. Given that this Proposed Procurement may be cancelled by Canada, it may not result in any of the subsequent procurement processes described in this document.
Description: The Royal Canadian Mounted Police (RCMP) requires a firm quantity of 2,825 Trousers, Blue, Male & Female in accordance with RCMP Specification G.S. 1045-095 dated 2024-09-13, as well as a quantity of 200 “as and when requested” Special sizes which can be ordered within 48 months of contract award.
The requirement includes two (2) options of up to 500 Trousers, Blue, Male & Female (per option) that can be exercised within twelve (12) and twenty-four (24) months of contract award, respectively. The requirement is solely limited to Canadian goods in accordance with Article 503.4 (b) of the Canadian Free Trade Agreement.
Canadian good: A good wholly manufactured or originating in Canada is considered a Canadian good. A product containing imported components may also be considered Canadian for the purpose of this policy when it has undergone sufficient change in Canada, in a manner that satisfies the definition specified under the Canada-United States-Mexico Agreement (CUSMA) Rules of Origin.
For the purposes of this determination, the reference in the CUSMA Rules of Origin to "territory of one or more of the Parties" is to be replaced with "Canada". Barring any other conditions or international sanctions, Canadian Suppliers, Suppliers of an Applicable Trading Partner and Suppliers of a Non-Trading Partner are eligible for this solicitation of bids.
Phase 1 of the Proposed Procurement - Submission of Interest: To participate in this requirement, Interested Bidders must complete and sign the attached SUBMISSION OF INTEREST form and Non-Disclosure and Confidentiality of Information Agreement (NDCIA) and send them via email to the Contracting Authority.
A completed and signed SUBMISSION OF INTEREST form and NDCIA sent via email to the Contracting Authority will be the only accepted means for Interested Bidders to express interest in the requirement. Expression of interest by any other means will not be considered.
If any information is missing from the SUBMISSION OF INTEREST form, the Contracting Authority will inform the Interested Bidders of a timeframe within which to provide the information. If the Interested Bidders fail to provide the missing information within the timeframe, their submission of interest will not be considered.
If the NDCIA is not submitted, duly completed or signed, the Contracting Authority will inform the Interested Bidders of a timeframe within which to provide the duly completed and signed NDCIA. If the Interested Bidders fail to provide the duly completed and signed NDCIA within the timeframe, their submission of interest will not be considered.
Submissions of interest received after the NPP closing date will not be considered. Canada will not be responsible for any failure attributable to the transmission or receipt of the submissions of interest. Enquiries regarding this Proposed Procurement must be submitted via email to the Contracting Authority no later than seven (7) calendar days before the NPP closing date.
Enquiries received after that time may not be answered. Canada will accept submissions and enquiries in either official language of Canada. Canada is not responsible and will not assume any liabilities whatsoever for the information found on websites of third parties. In the event an NPP would be amended, Canada will not be sending notifications.
Canada will post all amendments, including significant enquiries received and their replies, using Government Electronic Tendering Service (GETS) at https://canadabuys.canada.ca/en/tender-opportunities. It is the sole responsibility of the Interested Bidders to regularly consult GETS for the most up-to-date information.
Canada will not be liable for any oversight on the Interested Bidders’ part nor for notification services offered by a third party. Indigenous Procurement: The federal Indigenous Business Directory (IBD) is an online resource for all levels of government and the private sector to identify Indigenous business capacity.
Having a business profile in the IBD will increase your company’s visibility and may provide additional business. A profile in the IBD can also allow you to compete for federal government contracts that are set-aside for Indigenous businesses through the Procurement Strategy for Indigenous Businesses.

Green Procurement - Environmentally Preferable Packaging: RCMP is committed to promoting the procurement of environmentally preferable plastic products and the reduction of plastic packaging waste as per the Policy on Green Procurement, the Greening Government Strategy: A Government of Canada Directive, and the Ocean Plastics Charter Environmentally preferable packaging specifications are mandatory requirements in this procurement.
Phase 2 of the Proposed Procurement - Request for Proposal: All Interested Bidders with a duly completed and signed SUBMISSION OF INTEREST and NDCIA in Phase 1 will receive a copy of the Request for Proposal, the specifications and any other associated documentation (the solicitation package) in Phase 2.
The Contracting Authority will send the solicitation package, at the same time, directly to the Interested Bidders by email after the NPP closing date. Basis of selection: Responsive bid with the lowest evaluated price (1 contract only). The RCMP has adopted the Ineligibility and Suspension Policy administered by Public Services and Procurement Canada.
As a result, the supplier integrity and compliance provisions are being applied in RCMP contracting activities as outlined in the solicitation package. Canada retains the right to negotiate with any supplier on any procurement.
