Isojen uudisrakennus- ja peruskorjaushankkeiden osalta tilaaja pidättää itselleen oikeuden kilpailuttaa suunnittelut urakkakohtaisesti. Tilaaja ei sitoudu enimmäis- tai vähimmäismääriin vaan tilaa suunnittelutyötä todelliseen tarpeeseensa.
