Procurement of Auxiliary Transformers for Ukrainian Hydroelectric Power Plants

SPECIFIC PROCUREMENT NOTICE Request for Quotations Goods Country: Ukraine Name of Project: Ukraine – Improving Power System Resilience for European Power Grid Integration (Installation of Hybrid Systems for Electricity Production in Ukrhydroenergo) Contract Title: Procurement of Auxiliary Transformers: Lot No.1: Auxiliary Transformers 10MVA/150kV for Dnipro HPP Lot No.2: Auxiliary Transformer 10MVA/150kV for Seredniodniprovska HPP Loan No.: 9284-UA Project ID: P176114 RFQ No.: UHE-CERC-TR-6 Ukraine has received financing from the World Bank (hereinafter referred to as “the Bank”) toward the cost of Ukraine – Improving Power System Resilience for European Power Grid Integration (Installation of Hybrid Systems for Electricity Production in PJSC “Ukrhydroenergo”) Project, and intends to apply part of the proceeds toward payments under the contract/contracts for the supply of and installation supervision for two Auxiliary Transformers for Dnipro HPP and one Auxiliary Transformer for Seredniodniprovska HPP.

For this contract/contracts, the Borrower shall process the payments using the Direct Payment disbursement method, as defined in the World Bank’s Disbursement Guidelines for Investment Project Financing. 2.

PJSC “Ukrhydroenergo” now invites Quotations from eligible Suppliers for the purchase of the following goods: All the listed goods will be subject to procurement within a Contract/Contracts: Lot No.1: Auxiliary Transformers 10MVA/150kV for Dnipro HPP - 10 MVA/150 kV auxiliary transformer for “Dnipro HPP” Branch - 2 unit. - Main spare parts for 10 MVA/150 kV auxiliary transformer for “Dnipro HPP” Branch - 1 set.

- Supervision over pre-commissioning, preparation for long-term storage (conservation) (if necessary) with subsequent commissioning of transformers – 2 services. - Supervision of installation and commissioning of transformers – 2 services. Lot No.2: Auxiliary Transformer 10MVA/150kV for Seredniodniprovska HPP - 10 MVA/150 kV auxiliary transformer for “Seredniodniprovska HPP” Branch - 1 unit.

- Main spare parts for 10 MVA/150 kV auxiliary transformer for “Seredniodniprovska HPP” Branch - 1 set. - Supervision over pre-commissioning, preparation for long-term storage (conservation) (if necessary) with subsequent commissioning of transformers – 1 service. - Supervision of installation and commissioning of transformers – 1 service. Final Destination (Project Site): Lot No.

1: "Dnipro HPP” Branch of PJSC “Ukrhydroenergo” 1 Vintera str., city of Zaporizhzhia, Zaporizka region, 69096 Ukraine. Lot No. 2: “Seredniodniprovska HPP” Branch of PJSC “Ukrhydroenergo” 22 Repina str., town of Kamianske, Dnipropetrovska region, 51918 Ukraine. Goods shall be delivered within the period: - Lot No. 1: "Dnipro HPP” Branch (two transformers) - 14 months; - Lot No.

2: “Seredniodniprovska HPP” (one transformer) - 12 months. Services shall be provided the period: - Lot No. 1: "Dnipro HPP” Branch (two transformers) - 20 months; - Lot No. 2: “Seredniodniprovska HPP” (one transformer) - 18 months.

The following Related services shall be provided: Development of technical documentation; Factory testing of transformers (at the Supplier’s factory); Supervision over pre-commissioning, preparation for long-term storage (conservation) (if necessary) with subsequent commissioning of transformers; Supervision of installation and commissioning of transformers.

The prospective Suppliers shall meet the following Qualification requirements: Financial Capability : The Supplier shall submit audited financial statements or, if not required by the law of the Supplier’s country, other financial statements acceptable to the Purchaser, for the last five (5) financial years of the Supplier prior to the quotation submission deadline, demonstrating the current soundness of the Supplier’s financial position.

Specific Experience The Supplier, who is a manufacturer of the offered Goods, shall demonstrate for each Lot that it has successfully: Lot No.

1: “10 MVA/150 kV auxiliary transformer for Dnipro HPP” The Supplier has manufactured goods of similar nature and complexity (transformer of at least 10 MVA capacity and at least 110 kV voltage) for at least three (3) years, starting from January 01, 2022; Annual volume of manufacturing goods of similar nature and complexity (transformer of at least 10 MVA capacity and at least 110 kV voltage) throughout past three (3) years, starting from January 01, 2022, amounted to at least four (4) units of such equipment.

2: “10 MVA/150 kV auxiliary transformer for Seredniodniprovska HPP” The Supplier has manufactured goods of similar nature and complexity (transformer of at least 10 MVA capacity and at least 110 kV voltage) for at least three (3) years, starting from January 01, 2022; Annual volume of manufacturing goods of similar nature and complexity (transformer of at least 10 MVA capacity and at least 110 kV voltage) throughout past three (3) years, starting from January 01, 2022, amounted to at least two (2) units of such equipment.

If the Supplier is not a manufacturer of the offered Goods, for each Lot the Supplier shall: For Lot No.

1: demonstrate that it has successfully completed at least one (1) contract with a total value of at least 3 million US dollars[1] or at least two (2) contracts each with a value of at least the equivalent of US dollars 1.5 million that are similar in nature and complexity to the Goods and Related Services under this Contract.

Documentary evidence in the form of a list of main contracts (copies of contracts) shall include all details of the contract, such as description and cost of similar goods, quantity, delivery time, name, address of the client and telephone number, e-mail address; and provide evidence that the manufacturer of the offered Goods meets the qualification requirements listed above (see requirements i and ii for the manufacturer of the offered Goods).

For Lot No. 2: demonstrate that it has successfully completed at least one (1) contract with a total value of at least 1.5 million US dollars[2] or at least two (2) contracts each with a value of at least the equivalent of US dollars 750 thousand that are similar in nature and complexity to the Goods and Related Services under this Contract.

Documentary evidence in the form of a list of main contracts (copies of contracts) shall include all details of the contract, such as description and cost of similar goods, quantity, delivery time, name, address of the client and telephone number, e-mail address; and provide evidence that the manufacturer of the offered Goods meets the qualification requirements listed above (see requirements i and ii for the manufacturer of the offered Goods).

Comparison of the Quotations shall be applied. Detailed information is described in the RFQ. 3. The RFQ procurement process shall be carried out in accordance with the “World Bank Procurement Regulations for IPF Borrowers” Fifth Edition, September 2023.

The Purchaser shall use the following electronic procurement system to manage this RFQ process: “Electronic procurement system” or “e-procurement system” means national electronic procurement system “Prozorro” available at https://prozorro.gov.ua/ , including authorized electronic procurement marketplaces.

In order to submit the Quotation, the Supplier shall be registered on one of the authorized electronic marketplaces in accordance with terms and conditions of the selected marketplace. 4.

Interested eligible Suppliers may obtain further information from PJSC “Ukrhydroenergo” by submitting requests through the authorized electronic procurement marketplace of their choice from the list of authorized marketplaces specified in paragraph 3 above. 5.

Quotations shall be submitted by uploading the complete set of documents through the electronic procurement system before 1 5: 00 (Kyiv time) on 15 .01. 202 6 .

After the submission deadline the Suppliers will not be able to submit the Quotations as this option will be closed by the system automatically. 7. As part of its Quotation, the Supplier shall provide a Quotation Security Declaration. 8.

Attention is drawn to the Procurement Regulations requiring the Borrower to disclose information on the successful Supplier’s beneficial ownership, as part of the Contract Award Notice, using the Beneficial Ownership Disclosure Form as included in the bidding document.
