- The Government of the Philippines (GOP) has received a Loan from the World Bank toward the cost of Support to Parcellation of Lands for Individual Titling (SPLIT) Project and it intends to apply part of the proceeds of this Loan to payments under the contract for the Supply and Delivery of Utility Vehicles as follows:

- The Department of Agrarian Reform hereby invites bids for the Supply and Delivery of Utility Vehicles. Delivery of the goods shall be in accordance with Section VI: Schedule of Requirements and must commence upon receipt of the Notice to Proceed. Eligible bidders must have completed, within the last five (5) years, a maximum of two (2) contracts with a total aggregate value equivalent to at least fifty percent (50%) of the Estimated Project Cost (EPC), involving the supply and delivery of motor vehicles. The criteria for eligibility are detailed in the Bidding Documents, particularly under Sub-section 5, Section II: Instructions to Bidders, and the corresponding provisions of the World Bank Bid Data Sheet.
- Bidding will be conducted in accordance with relevant procedures for open competitive bidding as specified in the World Bank Procurement Regulations, with some amendments, as stated in these Bidding Documents and is open to all Bidders from eligible source countries as defined in the applicable procurement regulations of the World Bank. The contract shall be awarded to the Lowest Calculated Responsive Bidder (LCRB) who was determined as such during post-qualification. The estimated project cost (EPC) is PhP 202,500,000.00 inclusive of all applicable taxes.
- Interested bidders may obtain further information from Atty. Shiela Mae Gerapusco, BAC Secretariat, Procurement Division, DAR Compound Elliptical Road, Diliman, Quezon City, Philippines and inspect the Bidding Documents at the address given below during 8:00 A.M to 5:00 P.M.
- A complete set of Bidding Documents may be acquired by interested Bidders on December 1, 2025 from the address below and upon payment of the applicable fee for the Bidding Documents, in the amount of Php1,500.00.
It may also be downloaded free of charge from the website of the Philippine Government Electronic Procurement System (PhilGEPS) and www.dar.gov.ph provided that Bidders shall pay the applicable fee for the Bidding Documents not later than the submission of their bids.
- The Department of Agrarian Reform (DAR) will hold a Pre-Bid Conference to be held at DAR-Ministers Conference Room, Elliptical Road, Diliman, Quezon City on December 9, 2025 at 10:00 a.m. through face-to-face meeting, which shall be open to prospective bidders.
- Bids must be duly received by the BAC Secretariat at the address below on or before December 29, 2025 at 9:00 a.m.. All Bids must be accompanied by a Bid Securing Declaration in the form prescribed under Section VIII Bidding Forms.
Bid opening shall be on December 29, 2025 at 9:00 a.m. at DAR-Ministers Conference Room, Elliptical Road, Diliman, Quezon City. Bids will be opened in the presence of the Bidders’ representatives who choose to attend at the address below. Late bids shall not be accepted.
- The Department of Agrarian Reform (DAR) reserves the right to accept or reject any bid, to annul the bidding process, and to reject all bids at any time prior to contract award, in accordance with Section 41 of RA 9184 and its IRR, without thereby incurring any liability to the affected bidder or bidders.
