Tarjous on sitova ja se tulee laatia suomen kielellä. Hankintaprosessi on kokonaisuudessaan suomenkielinen. Palvelun tulee täyttää Euroopan unionin suoraan velvoittavien säädösten, Suomen lakien ja asetusten sekä viranomaisten antamat määräykset.,
