REQUEST FOR EXPRESSION OF INTEREST (REOI) (INDIVIDUAL CONSULTANT SERVICES) Date of Issue: Monday, 6 October 2025 Project Title: Urban Youth Employment Project II Source of Funding (loan/credit/grant no.): 6405-PG Assignment Title: Labor Market Study for Low-Skilled Youths in Cities of Papua New Guinea Contract Ref: PG-NCDC-515178-CS-INDV The Independent State of Papua New Guinea has received financing from the World Bank toward the cost of the Urban Youth Employment Project Phase II, (UYEP II) and intends to apply part of the proceeds for consulting services.

The consulting services (“the Services”) are for an individual consultant to undertake a Labor Market Study for Low-Skilled Youths in Cities of Papua New Guinea. The study will specifically take place in four cities of Papua New Guinea including Port Moresby, Lae, Mt. Hagen and Kokopo.

The study will comprise of three phases: Phase 1: Desk review on low skilled youth employment in PNG; Phase 2: Intelligence gathering and analysis of the current and future demand for labor within cities and; Phase 3: Further analysis and research within target areas to identify gaps and opportunities, and make recommendations for the UYEP Program.

The estimated level of effort for this assignment is approximately 65 days with the expected start date of assignment is October/ November 2025. The contract will be on a lump-sum basis, with payments upon delivery of the agreed outputs.

Interested Consultants should provide information demonstrating that they have the required qualifications and relevant experience to perform the Services (attach curriculum vitae with description of experience in similar assignments, similar conditions, 3 references, etc.).

Firms’ staff may express interest through the employing firm for the assignment and, under such situation, only the experience and qualifications of individuals shall be considered in the selection process. The criteria for selecting the Consultant are as follows: Mandatory: Advanced degree in economics, social sciences, or a related field.

At least 5 years of experience in economic research, labor market analysis, employment studies, or related areas.

Demonstrated strong analytical and research skills, with proven experience in collecting and analyzing data from government sources Experience working in Pacific, particularly Papua New Guinea Desirable: Proven experience in conducting labor market studies or related assessments in developing countries, preferably in the Pacific region. Experience in both qualitative and quantitative methods.

Excellent communication and report writing skills. Ability to work independently and meet deadlines. The attention of interested Consultants (including firms) is drawn to paragraph 3.14, 3.16 and 3.17 of the World Bank’s Procurement Regulations for IPF Borrowers July 2016, revised February 2025 (“the Regulations”), setting forth the World Bank’s policy on conflict of interest.
