Scope overview

NOTICE OF INTENT TO SOLE SOURCE: The Department of Veterans Affairs Network Contracting Office 6 intends to award a Sole Source basis contract to Charis Services LLC, to provide Wheelchair Van Transportation Services for the veterans of the Veterans Affairs Medical Center (VAMC) in Hampton, Virginia located at 100 Emancipation Drive, Hampton, VA 23667, and its associate Health Care Centers (HCC), and Community Based Outpatient Clinics (CBOC).

The proposed emergency 3-month service contract for wheelchair vans services is to provide transportation of veterans receiving healthcare at Veterans Affairs (VA) medical facilities, as well as non-VA authorized facilities which the VA has authorized. The Government intends to procure from one source under the authority of VAAR 819.7008 (Sole Source Award to Verified Service-Disabled Veteran Owned Small Businesses).

 485991- Special Needs Transportation, with a small business size standard of $19.0 Million.

THIS NOTICE OF INTENT IS NOT A REQUEST FOR COMPETITIVE QUOTATIONS Due to time constraints and the need to prevent a break in service for these essential transportation services starting 01/01/2026, a sole source 3-month bridge contract will be executed IAW with RFO 5.101 (b)(2) Using other than full and open competition (see 6.103), except for the authorities at 6.103-1 (only one responsible source).
