de Referencia: EC-MPH-DFA-529253-CS-INDV El Ministerio de Salud ha recibido financiamiento del Banco Mundial para cubrir el costo del Proyecto Red de Protección Social, y tiene la intención de aplicar parte de los fondos a la contratación de estos servicios de consultoría.
Los servicios de consultoría ("los Servicios") consisten en servicios especializados en protección social para gestión de procesamiento y análisis de la información de salud del ministerio de salud pública (MSP). Los términos de referencia (TDR) para esta fase de Adquisición se adjuntan a esta solicitud de expresiones de interés.
El Ministerio de Salud Pública invita a los interesados a expresar su interés en proporcionar los Servicios. Los consultores deben proporcionar sus hojas de vida con el fin de verificar que tienen las calificaciones requeridas y la experiencia relevante para prestar los Servicios. Los criterios de preselección son: PARÁMETRO REQUERIMIENTO FORMACIÓN Título universitario en Estadística, Matemático o afines.
EXPERIENCIA GENERAL Al menos diez (10) años de experiencia a partir de la emisión del título académico de grado.
EXPERIENCIA ESPECÍFICA Al menos dos (2) años de experiencia en: director, gerente, líder, especialista, experto y/o consultor en los siguientes ámbitos: i) gestión de datos; ii) análisis de indicadores, iii) diseño y validación de instrumentos estadísticos, iv) construcción y seguimiento de indicadores, y/o v) gestión y aseguramiento de la calidad de datos.
Se conformará la lista corta con los consultores que cumplan con los criterios de preselección. Se llama la atención de los interesados sobre la Sección III, párrafos 3.14, 3.16 y 3.17 de las “Regulaciones de Adquisiciones para Prestatarios para PFI” del Banco Mundial, julio de 2016 y revisada en noviembre de 2017 y agosto de 2018, que establece la política del Banco Mundial sobre conflictos de intereses.
