Binnen de gemeente Rotterdam zijn het afdelingshoofd afdeling Mobiliteit en de manager Parkeervoorzieningen Stadsbeheer gemandateerd om deze wettelijke plicht uit te voeren en verkeersbesluiten te nemen. Binnen de afdelingen ontbreekt het echter aan de nodige capaciteit om het proces van de verkeersbesluiten goed uit te kunnen voeren.
