(as per Procurement Plan): BZ-5CS-520108-CS-INDV The Caribbean Community Climate Change Centre has received financing from the World Bank toward the cost of the Preparation Grant for the Caribbean Water Security and Sector Efficiency Multi-Phased Approach (MPA) Program and intends to apply part of the proceeds for consulting services.

The consulting services (“the Services”) include the contracting of a Water Resources Management Specialist for approximately 112 person days over a 14-month period which is expected to start in December 2025. The Terms of Reference (TOR) for the primary procurement stage for the assignment are attached to this request for expressions of interest.

The Caribbean Community Climate Change Centre now invites eligible Individual Consultants (“Consultants”) to indicate their interest in providing the Services. Interested Consultants should provide information demonstrating that they have the required qualifications and relevant experience to perform the Services.

Full description

The evaluation criteria are: Qualifications A Master’s degree in Hydrology, Hydrogeology, Water Resources Management, Environmental or Civil Engineering, or a closely related field. [ 20 points ].

Relevant Professional Experience At least seven (7) years of professional experience in the design, implementation, or technical oversight of projects related to watershed management, groundwater monitoring, hydrological modeling, or water resources planning.

[ 25 points ] Demonstrated knowledge of water resources management practices in the Caribbean, with experience supporting national agencies or authorities in the development and implementation of integrated water resources strategies.

[ 20 points ] Familiarity with the use of digital tools or modeling software for hydrological and groundwater analysis, watershed planning, or resource monitoring (e.g., HEC-HMS, HEC-RAS, SWAT, WEAP, MODFLOW, or similar).

[ 15 points ] Experience working on development projects financed by the World Bank, Caribbean Development Bank, Inter-American Development Bank, or other international partners, with familiarity in applying gender, environmental and social safeguard standards is considered an asset.

[ 10 points ] Demonstrated experience in effective stakeholder management and in the facilitation and coordination of stakeholder capacity building.

[ 10 points ] The attention of interested Consultants is drawn to Section III, paragraphs, 3.14, 3.16, and 3.17 of the World Bank’s “Procurement Regulations for IPF Borrowers” September 2023 (“Procurement Regulations”), setting forth the World Bank’s policy on conflict of interest.

In addition, please refer to the following specific information on conflict of interest related to this assignment: Consultants shall not be hired for any assignment that would be in conflict with their prior or current obligations to other clients, or that may place them in a position of being unable to carry out the assignment in the best interests of the Borrower.

A Consultant will be selected in accordance with the Individual Consultant Selection (ICS) process described in the Procurement Regulations and to be specifically set out in the Request for Expressions of Interest.
