REQUIREMENTS: We require a comprehensive website solution meeting all statutory requirements for local government, including: - Full WCAG 2.2 Level AA accessibility compliance from launch - Compliance with Local Government Transparency Code 2015 - Support for Assertion 10 audit requirements for digital and data compliance - Modern, mobile-responsive design with intuitive CMS - Secure hosting with SSL, backups and disaster recovery - Multiple user licences for content management - SEO optimisation and social media integration - Events calendar and booking system - News section and photo galleries - Document library with version control - Committee and councillor information pages - Online consultation and engagement tools - Resident reporting tools for local service issues (highways, fly-tipping, etc.) - Forms for council services and applications - Venue hire booking system - Contact forms (GDPR compliant) - Newsletter subscription functionality - Mapping for local amenities - Portal links to planning authority and online meetings (Webex) - Migration of existing website content with URL redirects - Comprehensive staff training on CMS - User manuals and video tutorials ONGOING SUPPORT: - Regular software updates and security patches - Continuous performance monitoring - Technical support during business hours - Annual accessibility compliance review (included in core service) - Maintenance of WCAG 2.2 AA compliance - Regular backups - Website analytics and usage reporting - Proactive notification of legislative/regulatory changes ESSENTIAL CRITERIA: Suppliers must demonstrate: - Minimum 3 years' experience with town and parish council websites in England - Portfolio of at least 5 current websites meeting WCAG 2.2 AA standards - Detailed knowledge of Local Government Transparency Code 2015 and Assertion 10 requirements - Proven technical capability for accessible website delivery - Adequate support infrastructure - Financial stability and appropriate insurance CONTRACT: Initial 2-year period with performance monitoring through quarterly reviews.
