  • The Government of the Republic of Cabo Verde has received financing from the World Bank toward the cost of the Resilient Tourism and Blue Economy Development Project and intends to apply part of the proceeds toward payments under the contract for Works of rehabilitation of the quay and surrounding adjacent areas, including upgrades and support works for Tarrafal Beach. For this contract, the Borrower shall process the payments using the Direct Payment disbursement method, as defined in the World Bank’s Disbursement Guidelines for Investment Project Financing
  • The Unidade de Gestão de Projectos Especiais (UGPE) now invites sealed Bids from eligible Bidders for works associated with the rehabilitation of the quay and surrounding adjacent areas, including upgrades and support works for Tarrafal Beach.
  • Bidding will be conducted through international competitive procurement using Request for Bids (RFB) as specified in the World Bank’s “Procurement Regulations for IPF Borrowers, dated September 2025 (“Procurement Regulations”), and is open to all eligible Bidders as defined in the Procurement Regulations.
  • Interested eligible Bidders may obtain further information from the Unit for the Management of Special Projects (UGPE) and inspect the bidding document during office hours at 8AM until 4PM (local time), during working days, at the address given below.In addition, please refer to paragraphs 3.14, 3.15 and 3.17 setting forth the World Bank’s policy on conflict of interest.
  • The bidding document in English may be purchased by interested eligible Bidders upon the submission of a written application to the address below or via the UGPE website https://ugpe.gov.cv/en/concursos .
  • Bids must be delivered to the address below on or before January 30 , 2026, at 3:00 PM (CV time). Electronic bidding will be permitted. Late Bids will be rejected. The outer Bid envelopes marked “ ORIGINAL BID ”, and the inner envelopes marked “ TECHNICAL PART ” will be publicly opened in the presence of the Bidders’ designated representatives and anyone who chooses to attend, at the address below on January 21, 2026, at 3:30 pm (CV time ) . All envelopes marked “ FINANCIAL PART ” shall remain unopened and will be held in safe custody of the Employer until the second public Bid opening.
  • All Bids must be accompanied by a Bid Security, in a form of Bank guarantee of 31 500 USD (Thirty-one thousand five hundred dollars).
  • All Bids must be accompanied by a Sexual Exploitation and Abuse (SEA) and/or Sexual Harassment (SH) Declaration
  • Attention is drawn to the Procurement Regulations requiring the Borrower to disclose information on the successful bidder’s beneficial ownership, as part of the Contract Award Notice, using the Beneficial Ownership Disclosure Form as included in the bidding document.
