MINISTRY OF EDUCATION MALAWI FOUNDATIONAL LEARNING PROGRAM FOR RESULTS (MFLP) REQUEST FOR EXPRESSIONS OF INTEREST (CONSULTING SERVICES – INDIVIDUAL CONSULTANT SELECTION) Country : MALAWI Name of Project : MALAWI FOUNDATIONAL LEARNING PROGRAM FOR RESULTS (MFLP) Project No :P507745 Assignment Title : WORKS SUPERVISING ENGINEER Reference Number : MW-MOBSE-516291-CS-INDV Issue Date : 5th November , 2025 The Government of Malawi through the Ministry of Education (MoE), has received financing from the World Bank towards the cost of developing the Malawi Foundational Learning Program for Results (MFLP), and intends to apply part of the proceeds for consulting services under the contract for a Works Supervising Engineer.

The consulting services (“the Services”) include to provide technical oversight, quality assurance, and fiduciary compliance in the planning, construction, rehabilitation, and maintenance of education infrastructure financed under MFLP, while ensuring effective management, supervision, and performance monitoring of the consulting engineers engaged in the delivery of these works to guarantee adherence to standards and timely delivery.

The detailed Terms of Reference (TOR) for the assignment can be obtained at the address given below. The Ministry of Education now invites eligible Individual Consultants to indicate their interest in providing the Services. Interested Consultants should provide CVs demonstrating that they have the required qualifications and relevant experience to perform the Services.

The consultant shall be an individual with relevant qualifications and experience. The shortlisting criteria are: A minimum of a Master’s Degree in Civil Engineering, Construction Management, Structural Engineering, or a related field (Master’s degree preferred).

At least 5 years of relevant professional experience in civil works supervision, of which at least 3 years should be in managing education or Civil works or Building projects. Registered with a Professional Board of Engineers in Malawi or a recognized international engineering body.

Proven experience working with World Bank or other donor-funded projects, with knowledge of PforR and IPF modalities as an added advantage. Strong understanding of construction standards, procurement processes, contract management, and safeguards (environmental, social, health and safety). Demonstrated ability to prepare, review, and analyze designs, BoQs, and cost estimates.

Experience in capacity building, mentoring, and supervising technical staff at local government level. Strong organizational, analytical, and problem-solving skills with ability to handle multiple projects simultaneously. Excellent written and oral communication skills, with proficiency in Microsoft Office and engineering software (AutoCAD, Civil 3D, etc.). Fluency in English.

The contract shall be renewed annually, based on satisfactory performance for the four-year duration of MFLP. The attention of interested Consultants is drawn to Section III, paragraphs, 3.14, 3.16, and 3.17 of the World Bank’s “Procurement Regulations for IPF Borrowers” September, 2025 (“Procurement Regulations”), setting forth the World Bank’s policy on conflict of interest.

A consultant will be selected in accordance with the Individual (INDV) Consultant Selection method set out in the Procurement Regulations. Further information can be obtained at the address below during office hours from 8.00 to 12.00; then 13.00 to 16:30 hours Malawi local time (Monday to Friday, except national public holidays).
