  • The Government of Sierra Leone through the Ministry of Agriculture and Food Security has received financing from the World Bank toward the cost of the Food Systems Resilience Program (FSRP-2) and intends to apply part of the proceeds toward payments under the contract for The Construction of Technology Transfer Park for Sierra Leone Agricultural Research Institute (SLARI) in Komrabai Village, Port Loko District through Food Systems Resilience Project (FSRP) under Ministry of Agriculture and Food Security (MAFS)
  • The Food Systems Resilience Program (FSRP-2 now invites sealed Bids from eligible Bidders for The Construction of Technology Transfer Park for Sierra Leone Agricultural Research Institute (SLARI) in Komrabai Village, Port Loko District through Food Systems Resilience Project (FSRP) under Ministry of Agriculture and Food Security (MAFS) .
  • Bidding will be conducted through National Competitive procurement using a Request for Bids (RFB) as specified in the World Bank’s “Procurement Regulations for IPF Borrowers” February 2025 (“Procurement Regulations”) and is open to all eligible Bidders as defined in the Procurement Regulations.
  • Interested eligible Bidders may obtain further information from:

The Procurement Specialist -Mohamed Amara , at 14 Pipeline Drive, Off Wilkinson Road, Freetown . Email: mamara@fsrp-sl.org and inspect the bidding document during office hours i.e. 0900 to 1700 hours at the address given below.

  • The bidding document in English may be purchased by interested eligible Bidders upon the submission of a written application to the address below and upon payment of a nonrefundable fee of SLE 1,000.00 (One Thousand New Leones only) or in a convertible currency. The method of payment will be by Bank Transfer or Direct Payment in the Account Listed below:

The document will be sent by email upon receipt of evidence of payment and request letter from the intended Bidder.

  • Bids must be delivered to the address below in this format, 4 hard copies (1 ORIGINAL & 3 COPIES) and pdf format in a flash drive on or before 1100 hours on Wednesday, 1st April 2026 . Electronic Bidding will not be permitted. Late Bids will be rejected. Bids will be publicly opened in the presence of the Bidders’ designated representatives and anyone who chooses to attend at the address below on Wednesday, 1st April 2026 at 11:10 a.m.
  • All Bids must be accompanied by:
  • A Bid Security of One Hundred and Forty - One Thousand Sierra Leone Leones (SLL141,000.00) must be included within the sealed bid and satisfy the following conditions:
  • be in favour of the Ministry of Agriculture and Food Security (MAFS)
  • may be invoked if the bidder, upon the award of the contract, refuses to maintain the terms and conditions of the earlier submitted bid.
  • Signed and stamped Bid Form
  • Completed Bill of Quantity (signed and stamped)
  • A Business Registration Certificate
  • A valid tax Certificate.
  • A valid NASSIT Clarance Certificate
  • Ministry of Works Certificate Financial Class Two (2) or better
  • A Business Profile of the Contractor
  • Evidence of Experience in Similar Works (financing or rehabilitation/construction works)
  • Any other relevant document
  • Attention is drawn to the Procurement Regulations requiring the Borrower to disclose information on the successful bidder’s beneficial ownership, as part of the Contract Award Notice, using the Beneficial Ownership Disclosure Form as included in the bidding document.”
