Procurement Reference Number: -ET-OROMIA LIMO B WOR-FSRP-516615-CW-RFQ The Lemu and Bilbilo Woreda Agriculture and Land Office intends to apply parts of allocated budget of Food System Resilience Program financed by the World Bank (IDA) toward the cost of the Construction of Burka Aba Dinkitu Upgrading SSIP and Abdi Boru Rehabilitation of SSIP Project in Oromia National Regional State, Arsi Zone, and Lemu and Bilbilo Woreda.

The Lemu and Bilbilo Woreda Agriculture and Land Office now invite sealed bids from eligible bidders for the construction of Burka Aba Dinkitu Upgrading SSIP and Abdi Boru Rehabilitation of Small scale irrigation Project. The names, locations, and amounts of bid security for this construction project is/are indicated in the table below.

The Lemu and Bilbilo Woreda Agriculture and Land Office now invites eligible contractors Category WWC /GC grade 5 and above to submit Wax sealed bids for providing the necessary labor, material, and equipment for the construction and completion of the above project/Projects.

Invited Bidders should fulfill the following requirements & other appropriate documentary evidence demonstrating the bidder’s compliance requested in SBD;  VAT registration certificate and TIN certificate  Valid trade license or business organization registration certificate  Valid tax clearance certificate for 2018 E.C.  Renewed Construction License for 2018 E.C. 2.

Bidding will be conducted through a National Competitive Bidding (NCB) procedure as specified in the World Bank’s Procurement Regulations and the bidding procedure to be followed is a Single-Stage Two-envelope procedure. 3.

A complete set of bidding documents in English Language may be purchased by interested Bidders upon the submission of a written application to the address below and upon payment of a non-refundable fee of Ethiopian Birr one thousand (1000 ETB) for each lot starting from December 23,2025 G.C. at working hours. The method of payment will be depositing the Money in LBW GEL MEDEBEGNA BEJET Account No.

1000041404004 CBE and take a receipt from Woreda Finance Office and take the SBD from finance office room no 2. 4. Bidding procedure to be followed is a Single-Stage, Two-envelope procedure. Bidders are required to submit original and two photo copies each of the technical proposal and the financial.

The technical proposal shall include the wax-sealed original, first copy, second copy and Bid Security (CPO), each placed in a separate envelope. These Envelopes shall then be enclosed together in one large envelope clearly marked as’’ Technical proposal’’. The Financial proposal shall include wax-sealed original, first copy, second copy, each placed in a separate envelope.

These Envelopes shall then be enclosed together in one large envelope clearly marked as’’ Financial proposal’’. 5. Finally the entire set of document both the Technical Proposal and Financial Proposal should be enclosed in a single wax-sealed outer Envelope , which should clearly bear all necessary information regarding the bidder, the Employer, and the relevant project Details.

Bids must be delivered to the address below on or before January 22, 2026 at 10:00 A.M. All bids must be accompanied by a bid security indicated in the above table. Late bids will be rejected.

Technical offers, and Bid security of the bidders will be opened by Woreda Technical Committee in the presence of bidders’ representatives who choose to attend at the address below on the same date, January 22, 2026, at 10:30 A.M. 6.

A bid security in the form of a Cash Payment Order (CPO) or an Unconditional Bank Guarantee must be submitted as stated above, in the name of The Lemu and Bilbilo Woreda Agriculture and Land Office. 7. The Bid validity period shall be:-90days (i.e. 90+28) Calendar days after the latest date for submission of bid. 8.
