REQUEST FOR EXPRESSIONS OF INTEREST (CONSULTING SERVICES – FIRMS SELECTION) Country: The Republic of Uzbekistan Implementation Agency: National Agency for Social Protection (NASP) under the President of the Republic of Uzbekistan Name of Project: “Innovative Social Protection System for Inclusion of Vulnerable People” (INSON) Financial Agreement No. 75550-UZ / Grant Agreement No. TF C4589-UZ Assignment Title: The Establishment and the Launch of 3 Model Habilitation and Rehabilitation Centers for Children with Disabilities in three Territorial Social Service Centers (TSSCs) Reference No. (as per Procurement Plan): UZ-INSON-CS-QCBS-2.2.2.3. The Republic of Uzbekistan has received financing from the World Bank toward the cost of the Innovative Social Protection System for Inclusion of Vulnerable People (INSON) Project and intends to apply part of the proceeds for consulting services. The consulting services (“the Services”) include The Establishment and the Launch of 3 Model Habilitation and Rehabilitation Centers for Children with Disabilities in three Territorial Social Service Centers (TSSCs). Inter-alia, Within the framework of the TSSCs in the city of Tashkent and in 2 other regions, the Consultant shall provide technical assistance and implementation support to design and operationalize three model Habilitation and Rehabilitation Centers for Children with Disabilities, based on international best practices. This includes support on service model design, staffing and capacity building, equipment specifications, SOPs, and referral/cooperation mechanisms through initial launch. The assignment should be aligned with NASP’s broader workstreams, including case management, social work development, and TSSC reform. The overall implementation period of assignment should be within 10 months. Expected start date of assignment: July 2026 . Interested Consultants should provide information (including description of relevant assignments and references from previous clients) demonstrating that they have the required qualifications and relevant experience to perform the Services. The shortlisting criteria are:

  • At least 7 years of experience in the field of social service delivery, development of social services, especially in child disability, habilitation, and rehabilitation.
  • Experience working with governmental agencies, international organizations, NGOs, and the private sector in the field of social service delivery, development and the management habilitation and rehabilitation services for children.
  • Experience in full turnkey implementation from the establishment to the operation of community-based rehabilitation (CBR) and multidisciplinary service models.
  • Experience in curriculum development, organizing and conducting capacity building activities and professional trainings for the operational workers and service providers of children’s habilitation and rehabilitation centers.
  • Experience in operating a model that, in addition to habilitation and rehabilitation, incorporates functions needed by the local community into multifunctional social (or socio-medical) service centers is an asset.

Key Experts will not be evaluated at the shortlisting stage. The attention of interested Consultants is drawn to Section III, paragraphs, 3.14, 3.16, and 3.17 of the World Bank’s “Procurement Regulations for IPF Borrowers” September 2023 (“Procurement Regulations”), setting forth the World Bank’s policy on conflict of interest. Consultants may associate with other firms to enhance their qualifications, but should indicate clearly whether the association is in the form of a joint venture and/or a sub-consultancy. In the case of a joint venture, all the partners in the joint venture shall be jointly and severally liable for the entire contract, if selected. A Consultant will be selected in accordance with the Quality- and Cost- Based Selection (QCBS) method set out in the Procurement Regulations.
