The Ministry of Environment, Urbanization and Climate Change (MoEUCC) (“Beneficiary”) has received financing from the International Bank for Reconstruction and Development (IBRD) (the “Bank”) and Agence Française de Développement (AFD) toward the cost of the “Türkiye Earthquake Recovery Reconstruction and Reconstruction Project - Additional Finance”, and intends to apply part of the proceeds for consulting services.

2. The consulting services (“the Services”) include supporting the enormous reconstruction and recovery needs in Türkiye after the devastating February 2023 earthquakes, to adopt a “build back better” approach to the rehabilitation and reconstruction of damaged rural houses, livelihoods and associated infrastructure. The implementation period for the project is planned as 5 years.

This assignment Comprises of two phases as; Phase 1: Consultancy Services for Development of Village Settlement Plan, Review and Update of the Environmental and Social Documents, and Review of Site Investigation and Detailed Designs for Reconstruction of Rural Housing (Lump Sum), Phase 2: Consultancy Services for Reconstruction Supervision of Rural Housing (Time Based) Table 1 indicates the tasks to be provided under the scope of the consulting services.

Table 1.

The Consultant’s Services No Services to be provided (i) Preparation of rural village settlement plans for all resettlement areas (including the preliminary designs of rehabilitation and/or construction of household connection to the village infrastructure (water, sanitation, impermeable septic tank/tanks, rural roads, street lighting)) , as well as coordination with relevant authorities to ensure that the reconstructed villages are effectively connected to external infrastructure networks.

(ii) Review and give concurrence of the site investigation including geological assessment for all reconstruction sites. (iii) Review and provide concurrence of the site-specific detailed designs (which should include interventions focusing on structural integrity, energy efficiency, water efficiency, thermal comfort, and climate resilience) for all reconstruction sites.

(iv) Visualization of village reconstruction designs and works for all resettlement areas. (v) Preparation of E&S documents (in coordination with the GDCA, ESIAs or ESMPs depending on E&S screening results, and Resettlement Plans if needed) and support to the management of social issues for the allocated provinces and its districts/neighborhoods.

(vi) Carry out construction supervision, ensure adherence to ESMPs, local laws/regulations and building Commissioning services.

(vii) Supervise remedial works to rectify defects that arise during the 12-month Defects Notification Period (DNP) Under the TERRP-AF/CS-DESSUP-10 contract package above-mentioned tasks will be undertaken for four (4) provinces listed below, which having a closed area approximately 151.886,75 m² . The types, numbers, and locations of the buildings are subject to change and will be finalized at the Request for Proposal (RFP) stage. The estimated duration for the Services listed in Table 2 is envisaged as 25 months in total (3 months for the Phase 1, (tasks (i) to (v)), 12 months for Phase 2 (task (vi)) and 12 months for the Defects Notification Period (tasks (vii))).

The initiation of the works contract packages is planned for the second (2nd) month. The duration of construction supervision services for each contract will follow the timelines specified in Table 2. The overall Defects Notification Period (DNP) has been established at sixteen (16) months, reflecting the standard twelve (12) month DNP per contract and allowing for alignment with the extended project schedule.

In the event that works contract packages are initiated in later months, the total project duration will be determined by the contract with the longest constuction period, which is anticipated to be the schedule for Hatay Province. 3. The Ministry of Environment, Urbanization and Climate Change (MoEUCC) now invites eligible consulting firms (“Consultants”) to indicate their interest in providing the Services. Interested Consultants should provide information demonstrating that they have the required qualifications and relevant experience to perform the Services. 5.

A consulting firm is allowed to submit the expression of interest alone if it considers itself to be fully qualified on its own for the assignment, as it is not mandatory for consultants to associate with any other firm(s), whether foreign or local.

Alternatively, if consultants themselves choose to associate to enhance their qualifications and capability for the assignment, then such associations may either be as a Joint Venture (i.e. all members of the joint venture shall be jointly and severally responsible) and/or Sub-consultants (i.e. the Consultant will be responsible, including for the services of the sub-consultant).

In case of an association, the Consultants must explain in the EOI submission (a) the rationale for forming the association and (b) the anticipated role and relevant qualifications of each member of the Joint Venture and/or of each sub-consultant for carrying out the assignment, to justify the proposed inclusion of the JV members and/or sub-consultants in the association.

Failure to provide the above explanation in the Expression of Interest may risk the association not being shortlisted for the assignment. Please note that in the evaluation of EOIs of associations for shortlisting purposes, only the qualifications of the JV members will be taken into account whereas the qualifications of proposed sub-consultants will not be considered. 6. The shortlisting criteria are: i.

General Experience of the Consultant (as a firm) in providing consultant services for not less than 10 years prior to deadline for submission of Interest. ii. Specific Experience of the Consultant (as a firm) relevant to the assignment in providing similar services under contracts of comparable size for at least 5 years prior to deadline for submission of interests in the Services listed in Table 1 .

The Consultants should demonstrate sound administrative and financial capacity, The Consultants should demonstrate availability of the key experts for the performance of the services described in the TOR. Note: Key Experts will not be evaluated at the shortlisting stage. 7.

To demonstrate their qualifications and experience in meeting the above shortlisting/selection criteria, Consultants are requested to submit, at a minimum, the supporting documentation listed below. A consultant firm can only use its own qualifications and experience and not of its parent, sister or subsidiary companies or its employees.

(i) The firm's incorporation/trade/registration documents issued by the concerned government authority of the country of the firm. (ii) The firm’s company brochures including the core areas of business; and (iii) Completed Form-1 (attached to this Request for Expression of Interest) to provide information of similar contracts.

This should include the name and reference number of the contract, brief description of the scope of work, contract amount, period of the contract, name of the client and country of assignment, and role of the Consultant in the contract. Copies of completion certificates/references of Clients of completed contracts are not required to be submitted with the EoI.

In the subsequent stage at the time of submission of proposals, the Client may request the shortlisted consultants to submit such supporting completion certificates. 8.

The attention of interested Consultants is drawn to (i) paragraphs, 3.16 & 3.17 of the World Bank’s Procurement Regulations for IPF Borrowers: Procurement in Investment Project Financing (Goods, Works, Non-Consulting and Consulting Services) (Fifth Edition September 2023), setting forth the World Bank's policy on conflict of interest. 9.

A Consultant will be selected in accordance with the Least Cost Based Selection (LCS) method set out in the Procurement Regulations. 10.
