REQUEST FOR EXPRESSIONS OF INTEREST (REOI) (CONSULTING SERVICES: NATIONAL FIRMS) C ountry : Bangladesh Name of Project: Bangladesh Environmental Sustainability and Transformation (BEST) Project, Component-4 IDA Credit No.: P172817 Assignment Title: Consultants for Design, Supervision Consultancy Services for Infrastructure (Architectural and Engineering Designing and Supervision Consultancy Firm) Reference No. (as per Procurement Plan): EIEWMP-BHTPA-S-1 The Government of the Peoples Republic of Bangladesh has received financing from the World Bank toward the cost of the Bangladesh Environmental Sustainability and Transformation (BEST) Project intends to apply part of the proceeds for consulting services. The consulting services (“the Services”) include: Objective of the Consultancy Services: The objective of the assignment is to provide a comprehensive design for the basic infrastructure to implement an integrated e-waste management plant including the such as (i) detailed engineering design (architectural and structural for civil, electrical and electro-mechanical works), (ii) technical specifications, (iii) preparation of bidding documents, (iv) cost estimates, and (v) construction supervision, monitoring and relevant services from design stage to final handover of the construction works. for: To build the basic infrastructure of an Integrated E-Waste Management plant: Given the risk for natural disasters in the area, and developing a greener and climate resilient structure, the consultant will be responsible for designing/developing the infrastructure stated above with enhanced resilience to climate impacts and aligned with General Building Requirements, Control and Regulation of Bangladesh National Building Code (BNBC) 2020, the and the Building Energy Efficiency and Environment Regulation (BEEER) and best international practices. The consultant will integrate measures resilient to flood and seismic risks to help catalyze the development of state-of-the-art green building concept and set an example for sustainable, resilient and environmentally sound industrial development in Bangladesh. This will be a paradigm shift towards a more sustainable form of development in the country.

The detailed Terms of Reference (ToR) for the assignment are available in the www.bhtpa.gov.bd, website to this request for expressions of interest. Bangladesh Environmental Sustainability and Transformation Project (Component-4) implemented by the Bangladesh Hi-Tech Park Authority under Information and Communication Technology Division is now inviting eligible consulting firms (“Consultants”) to indicate their interest in providing the stated Services. Interested Consulting firms should provide information demonstrating that they have the required qualifications and relevant experience to perform the Services. The shortlisting criteria are:

  • The Firm should have minimum 07 (Seven) years’ general experience in the field of providing Architectural and Engineering Design related consultancy services including Construction Supervision & other JV partner has minimum 02 (two) years’ general experience in the field of providing Architectural and Engineering Design Services.
  • The Firm/lead firm should have specific experience in design and construction supervision at least 02 (two) similar types of projects with minimum BDT 1.50 (One Point Five) crore for each contract individually in public sector/ as per WB procurement guideline.
  • The Consulting firm may associate with other firms to enhance their qualifications, but should indicate clearly whether the association is in the form of a joint venture and/or a sub-consultancy. In the case of a joint venture, all the partners in the joint venture shall be jointly and severally liable for the entire contract, if selected. The total number of firm’s limited to accordance with Public Procurement Rules-2025 and World Bank Procurement Regulations, November 2020.

Management Competence: All information such as the company age, legal status like - company registration certificate, Trade license, VAT registration certificate and up to date Income Tax clearance certificate, last 03 (Three) years audit report (only summary part), organizational structure, financial and managerial capability of the firm or the consortium will be assessed to judge the competency of the firm/consortium; Technical Competence: The EOI should summarize the diversified experiences of the firm (or combined experiences of the consortium) supported by project sheets. HR Competence: The EOI should demonstrate the availability of pool of qualified and experienced engineers with the firm or the consortium. No CV is required at EOI stage. Submit only list with mentioned qualification criteria. Average Annual Turnover: The consulting firm/consortium member(s) must have at least as average annual turnover BDT 2.0 (Two) crore for at least for 03 (three) years within the last 05 (five) years. In case of Joint Venture, any one of the partners fulfilling the criteria is accepted. As proof, authenticated audit report by a renowned chartered accountant firm for the mentioned year should be submitted. Selection Method: A Consulting firm will be selected in accordance with the ‘Open Competitive Selection following Quality and Cost Based Selection (QCBS) method set out in the Procurement Regulations of IPF Borrowers, November 2020. (Two stage Selection Method) For Joint Venture (JV): Submit valid JV agreement, clearly defined lead partner, percentage of participation, submit all legal documents The attention of interested Consultants is drawn to Section III, paragraphs, 3.14, 3.16, and 3.17 of the World Bank’s “Procurement Regulations for IPF Borrowers” July 2016, revised November 2020 (“Procurement Regulations”), setting forth the World Bank’s policy on conflict of interest.
