Scope overview
Im Zuge der Flutkatastrophe 2021 ist das ehemalige City-Forum der Stadt Euskirchen überflutet worden. Die Schäden waren so erheblich, dass ein Wiederaufbau wirtschaftlich nicht umzusetzen war.
Sämtliche Entwicklungen in der City Süd (Neubau des Rathauses, Neubau eines Parkhauses, Entwicklung des City-Forums und weitere Maßnahmen) stellen als Innenstadterweiterung südlich der Bahnhofsunterführung ein Leuchtturmprojekt für die Stadtentwicklung der Stadt Euskirchen dar.
Der öffentlichen Platzgestaltung kommt in Verbindung mit der Gestaltung und praktikablen Umfeldeinbindung des City-Forums als Veranstaltungshalle somit eine herausragende Stellung zu. Der Platz soll zukünftig neben der Erschließung der angrenzenden Gebäude und Nutzflächen sowohl Aufenthaltsqualität bieten als auch für Veranstaltungen, ggf. mit einer Außenbühne des City-Forums, genutzt werden.
Für den Neubau des City-Forums als Veranstaltungsstätte mit 1.200 Sitzplätzen und die Gestaltung des öffentlichen Raumes hat die Stadt Euskirchen daher einen interdisziplinären Planungswettbewerb für Architekten und Landschaftsarchitekten ausgelobt.
Gegenstand des Realisierungswettbewerbs war die Planung des neuen City-Forums der Stadt Euskirchen als Veranstaltungsstätte, sowie eine qualitativ hochwertige Freiraumgestaltung der öffentlichen Grün- und Freifläche im Umfeld des Forums (Objektplanung in den Leistungsbildern Gebäude und Innenräume sowie Freianlagen).
In Anschluss an den Realisierungswettbewerb fand die Vergabe der Planungsleistungen an den Wettbewerbssieger für das Leistungsbild Objektplanung statt. Neben der Objektplanung sind weitere Fachplanungs- und Beratungsleistungen erforderlich, die in mehreren Vergabeverfahren (Losen) vergeben werden.
Gegenstand dieses Vergabeverfahrens sind die Fachplanerleistungen zum Leistungsbild Veranstaltungs- und Sicherheitsmanagement für das Projekt "Euskirchener City-Forum und Plaza" der Stadt Euskirchen. Weitere Einzelheiten ergeben sich aus den Vergabeunterlagen zur Angebotsphase, insbesondere der Leistungsbeschreibung nebst Anlagen (vgl. Vergabeunterlagen Angebotsphase, Teil C).
