REQUEST FOR EXPRESSIONS OF INTEREST (Individual Consultant Selection) Country: Republic of Uzbekistan Grant: E5370 Project: Preparation Grant for Transforming Public Education for Economic Growth Program Assignment Title: Financial Management Specialist (Public Finance & PforR Structuring) Individual Consultant (Part-time) Reference No.: BILIM/IC/FM-02 The Ministry of Preschool and School Education of the Republic of Uzbekistan (MoPSE), with support from the World Bank under the Grant Facility for Project Preparation (GFPP), is preparing a follow-on education operation structured as a hybrid Program-for-Results (PforR) with an Investment Project Financing (IPF) component. The Grant supports preparatory analytical, institutional, fiduciary, and technical activities required for the design and readiness of the full Program. In this context, MoPSE intends to engage an Individual Consultant – Financial Management Specialist (Public Finance & PforR Structuring) Individual Consultant (Part-time) . The Financial Management Specialist to be engaged under the GFPP will support financial structuring, public investment analysis, fiscal sustainability assessment, and alignment with national budgeting systems during the preparation phase. Scope of Services

  • provide analytical and strategic financial management support during preparation of the BILIM Program;
  • Financial robustness of the proposed PforR component;
  • Alignment with national public finance systems;
  • Realistic structuring of infrastructure-related financing;
  • Integration of capital and recurrent cost implications;
  • Readiness of financial aspects prior to appraisal and negotiations.

Required Qualifications and Experience The Financial Specialist shall possess:

  • Advanced degree in Public Finance, Economics, Financial Management, International Economics or related field.
  • At least 5 years of relevant experience in:

i) Public investment planning; ii) Government infrastructure financing; iii) Capital construction financial analysis; iv) State development programs.

  • Demonstrated experience working with national budgeting systems.
  • Strong analytical and financial modeling skills.
  • Experience with MDB-financed projects preferred.

Preferred:

  • Experience with results-based financing instruments.
  • Experience in education or social sector investment planning.
  • Fluency in Uzbek, English, and Russian.

Selection Method The Consultant will be selected in accordance with the World Bank Procurement Regulations for IPF Borrowers (September 2025 edition), using the Individual Consultant (IC) Selection method. The attention of interested candidates is drawn to the World Bank’s policy on conflict of interest as set forth in the Procurement Regulations. Submission Requirements Interested candidates shall submit:

  • A signed Expression of Interest;
  • Updated Curriculum Vitae (CV) detailing qualifications and relevant experience;
  • Copies of diplomas and relevant certifications;
  • A brief statement of suitability for the assignment.

Expressions of interest must clearly indicate the assignment title and reference number. Duration of Assignment The assignment is expected to cover the duration of the Grant implementation period, with possible extension subject to continuation into the full Program implementation phase.
