Background The Government of the Republic of Uzbekistan has received financing from the International Development Association (IDA) under the Preparation Grant for Transforming Public Education for Economic Growth (P513205) to support preparatory activities for a follow-on education operation. The Project is implemented by the Ministry of Preschool and School Education (MoPSE).

MoPSE intends to recruit an Individual Consultant (Financial Management Specialist) to support financial management, disbursement, reporting, and audit coordination activities under the Grant and the associated technical assistance and program preparation activities. 2.

Scope of Services The Financial Management Specialist will provide financial management and fiduciary support, including but not limited to: Establishment and maintenance of financial management systems in compliance with World Bank requirements and national regulations; Preparation and management of the Project/Operation budget, monitoring expenditures, and ensuring budgetary control; Oversight of accounting systems and financial management software; Preparation of financial statements and Interim Unaudited Financial Reports (IFRs) in accordance with World Bank requirements; Management of disbursement processes, including preparation and submission of withdrawal applications and supporting documentation; Regular reconciliation of bank accounts and financial records; Coordination of external audits, including preparation of Terms of Reference for audit services and follow-up on audit recommendations; Ensuring compliance with the Grant Agreement’s financial provisions and implementation of financial risk mitigation measures; Acting as the main financial management focal point for coordination with MoPSE, the World Bank, and other stakeholders.

Deliverables The Consultant will be responsible for delivering, inter alia: Annual financial statements for the Grant-financed activities; Interim Unaudited Financial Reports (IFRs); Audit reports and implementation of audit recommendations; Quarterly disbursement projections based on contract commitments; Monthly financial management activity reports; Updated financial records and reconciliations; Financial reports and audit outputs related to the broader Program, as applicable.

Qualification Requirements Interested candidates shall meet the following minimum qualifications: Higher education degree in economics, accounting, finance, or a related field; At least three (3) years of experience in financial management and disbursement of projects financed by international financial institutions (e.g., World Bank, ADB, AIIB); At least five (5) years of overall professional experience in finance or accounting roles; Knowledge of National Accounting Standards and International Public Sector Accounting Standards (IPSAS); Proficiency in financial management and accounting software (including 1C); Fluency in Uzbek and Russian, with working knowledge of English sufficient to prepare financial management reports; Strong analytical, communication, and teamwork skills.

Selection Method The Consultant will be selected in accordance with the World Bank Procurement Regulations for IPF Borrowers (February 2025), using the Individual Consultant Selection (ICS) method. 6. Submission of Expressions of Interest Interested candidates shall submit their Expression of Interest, including an updated Curriculum Vitae, demonstrating that they meet the above qualifications.

Expressions of Interest shall be submitted directly to the Ministry of Preschool and School Education of the Republic of Uzbekistan no later than: 5 December 2025, 18-00 Tashkent time (GMT+5).
