  • The Eastern and Southern Africa Trade and Development Bank (TDB) Group has received financing from the World Bank toward the cost of the Africa Green , Resilient and Inclusive Housing De-Risking ( GRIHD) Facility and intends to apply part of the proceeds for consulting services.

The consulting services (“the Services”) include the Financial Management Specialist (Individual Consultant) assignment for a period of Five (5) calendar years from contract commencement date. The objective of the assignment for the Financial Management Specialist is to ensure the efficient and effective processing of accounting information and documents, and timely delivery of relevant financial reports within the TDB Group Financial Management Department pertaining to the Project overall and the GHVC Fund in particular, through the provision of a highly qualified and skilled financial accounting services at Project level. It will also be to ensure that Project funds and other resources are used for the purposes intended in an efficient and economical manner. The position holder will also liaise with the World Bank on Project financial matters, including production of requisite financial information and reports for the World Bank, to sustainably scale up the GHVC Fund’s business over time, thereby achieving the green, resilient, and inclusive (“GRI”) success criteria / metrics of the Project. In addition, the Financial Management Specialist will support TDB’s operational departments in the implementation of other projects in accordance with the applicable institutional and policy frameworks. -

  • TDB now invites eligible individual consultants (“Consultants”) to indicate their interest in providing the Services. Interested Consultants should provide information demonstrating that they have the required qualifications and relevant experience to perform the Services (cover/application letter summarizing the relevant experience and indicating its relevance to the assignment, detailed curriculum vitae (CV), copies of documentary evidence of academic qualifications, experience, professional qualifications, and registration/licensing with professional bodies). The shortlisting criteria are:
  • A Batchelor’s degree in commerce, accounting, finance, or business administration, or related fields;
  • At least 7 years of experience in finance, accounting and/or related fields;
  • Certified Public Accountant (CPA) or equivalent and should be a member of a professional accountancy body;
  • At least 5 years’ experience in preparing management reports, financial statements in compliance with International Financial Reporting Standards; experience with financial management policies and practices for donor funded projects, with the demonstrated ability to apply them across various phases of a project cycle;
  • A proficient working knowledge of MS office applications (Word, Excel, PowerPoint etc.) ;
  • Fluency in English.
  • The attention of interested Consultants is drawn to Section III, paragraphs, 3.14, 3.16, and 3.17 of the World Bank’s “Procurement Regulations for IPF Borrowers” First Published July 2016 and Revised Fifth Edition September 2023, (“Procurement Regulations”), setting forth the World Bank’s policy on conflict of interest.
