  • The Government of the Republic of South Sudan (GRSS) represented by the Ministry of Water Resources and Irrigation (MWRI) has received funding from the International Development Association (IDA) of the World Bank, toward the Regional Climate Resilience Program (RCRP) for Eastern and Southern Africa (P1801711) and preparing the National WASH (NWASH) Project; and it intends to apply part of the funds to hire a Senior Financial Management Specialist who will support the implementation of the RCRP and the National WASH Projects.
  • Both Projects will be implemented under one joint Project Implementation Unit (PIU) where technical assistance under the project management component is needed to leverage opportunities for capacity building of a hybrid implementation modality and to support fiduciary management.
  • The overall objective of the assignment is to ensure preparation and submission of accurate and timely financial reports and documents in accordance with the World Bank Financial Management and Disbursement Regulations and international standards for financial reporting.

  • The Ministry of Water Resources and Irrigation (MWRI) through the Regional Climate Resilience Program now invites eligible individual consultants to indicate their interest to provide this Service. Interested individuals should provide information demonstrating that they are qualified to perform the Services (attach curriculum vitae (CV), Copies of documentary evidence of academic qualifications, Membership of internationally recognized professional body / bodies, etc) . The shortlisting criteria will consider the requirements mentioned in the ToR, including :

Qualifications The consultant must have the following minimum qualifications:

  • An Advanced (Masters) degree in accounting, finance, economics, business or any related fields from a recognized university.
  • Relevant professional qualification such as CA, ACCA, CPA, CIMA or equivalent, and full membership of a recognized national or international professional body in good and regular standing at the time of submitting the expression of interest.

Professional Experience The consultant should have demonstrable experience in Public Financial Management- related activities as follows:

  • A minimum of ten (10) years post-qualification experience handling financial management responsibilities in the public sector and/or projects financed by development partners.
  • At least eight (8) of the ten (10) years of experience should be related to financial management responsibilities in projects funded by the World Bank, Multi-donor Trust Fund, Multilateral Development Banks or Multilateral Development Agencies.
  • Good knowledge and application of relevant computerized accounting software such as QuickBooks / Navision, Pastel, Sun Accounts, etc.
  • Experience of Project Financial Management with international aid and development sector in FCS countries in sub-Sahara African is required and particularly South Sudan is highly desirable.
  • Excellent written and oral communication and presentation skills, in English, to deliver complex technical documents, and reports.
  • Excellent computer skills, including Excel is required.
  • The attention of interested Consultants is drawn to Section III, paragraphs, 3.14, 3.16, and 3.17 of the World Bank’s “Procurement Regulations for IPF Borrowers” Seventh Edition September 2025 (“Procurement Regulations”), setting forth the World Bank’s policy on conflict of interest. Any false declaration will result in disqualification.
  • An Individual Consultant will be selected in accordance with the Selection of Individual Consultants method set out in the Procurement Regulations. Government officials or civil servants of the Republic of South Sudan will not be considered unless: (i) they are on leave of absence without pay or have resigned or retired six months prior to the date of the advert; and (ii) their employment will not create Conflict of Interest. An invitation to an oral interview will follow for shortlisted candidates.
