GENERAL PROCUREMENT NOTICE KYRGYZ REPUBLIC ONE HEALTH FOR PANDEMIC PREVENTION FOOD SYSTEMS RESILIENCE AND ECOSYSTEM HEALTH IN CENTRAL ASIA IDA Grant No. : IDA-77980 Project ID No: P181459 The Kyrgyz Republic has received financing in the amount of US$ 31.79 million equivalent from The International Development Association (World Bank) toward the cost of the One Health for Pandemic Prevention, Food Systems Resilience, and Ecosystem Health in Central Asia, and it intends to apply part of the proceeds to payments for goods, works, non-consulting services and consulting services to be procured under this project. The project will include the following components: Component 1: Strengthening One Health Governance: This component aims to establish foundational elements for effective One Health governance and cross-sectoral cooperation in the Kyrgyz Republic. Component 2: Enhancing One Health Knowledge and Workforce Capacity: This component will establish multisectoral and sector-specific workforce strategies and capacity building activities for in-country stakeholders at both the national and subnational levels. In addition, it will finance the design and implementation of cross-sectoral and sectoral assessments to generate more evidence and scientific cooperation on the country’s capacity needs in the prevention, detection, and response against AMR, food safety, and zoonotic diseases risks. Component 3: Improving One Health Prevention, Detection, and Response Systems: This component will strengthen national and regional laboratory networks to support the implementation of risk-based surveillance and monitoring plans as well as response measures developed under Component 1, initially focusing on enabling the implementation of the National One Health Action Plan. Component 4: Project Management, M&E, and Learning: This component will specifically support the PIU in establishing various frameworks to manage, track, and communicate project progress, including the operating cost, compliance with fiduciary and ESF requirements, M&E system, gender mainstreaming training, and communications and dissemination activities. The goods and consulting services to be procured through open international competitive procurement:

  • Procurement of equipment for Equipping 40 mobile groups.
  • Procurement of equipment for the monitoring system and information database.
  • Procurement of equipment to ensure the cold chain.
  • Procurement of vaccines against brucellosis of cattle and small ruminants, tablets against echinococcosis.

Procurement of contracts financed by the World Bank will be conducted through the procedures as specified in the World Bank’s Procurement Regulations for IPF Borrowers (February 2025) (Procurement Regulations) and is open to all eligible firms and individuals as defined in the Procurement Regulations . The project will include the following components: Component 1: Strengthening One Health Governance: Support establishment and strengthening of institutions and procedures at all levels to plan, coordinate, monitor, and evaluate One Health interventions. Subcomponent 1.1: Multisectoral Planning and Coordination: Finance creation of One Health coordination structures; strategic planning including NOHAPs and NAPHS; and consultations on trade, public health, climate risks, and wildlife conservation. Emphasis on public-private partnerships in disease diagnostics, digital health, and food safety. Subcomponent 1.2: Communication and Stakeholder Engagement: Support information campaigns and behavior change interventions; development of national digital platforms and a Central Asia One Health Portal for data sharing; and One Health conferences. Subcomponent 1.3: Legislative and Regulatory Frameworks: Fund reviews and drafting of policies to remove legal barriers, promote cross-sector cooperation, and support public-private partnerships in surveillance, diagnostics, and public health activities. Component 2: Enhancing One Health Knowledge and Workforce Capacity: This component will curate and generate One Health knowledge and strengthen relevant workforce capacity. Subcomponent 2.1: Knowledge Management and Development: Focuses on developing regional e-learning tools, conducting assessments and hazard risk analyses, and fostering partnerships for research and training. Subcomponent 2.2: Education and Training: Supports development of multisectoral workforce strategies, flexible in-service training, integration of One Health into pre-service curricula, establishment of a regional learning platform, multisector professional training, and simulation exercises for outbreak preparedness. Component 3: Improving One Health Prevention, Detection, and Response Systems: This component will invest in surveillance and response systems for managing priority zoonotic, foodborne diseases, and AMR. Subcomponent 3.1: Support upgrading laboratory infrastructure and equipment, adopting international SOPs, quality assurance, accreditation, establishing national and regional lab networks, harmonizing guidelines, and developing interoperable Laboratory Information Management Systems (LIMS). Subcomponent 3.2: Strengthen multisectoral surveillance and emergency response through expanded coverage, standardized data protocols, animal and food product traceability systems, improved sample handling, data sharing platforms, WASH infrastructure, antibiotic stewardship, quarantine and cross-border surveillance, food safety (HACCP), infection control, rapid response teams, and emergency management capacities. Component 4: Project Management, M&E, and Learning: The component will finance project management expenditures. The goods and consulting services to be procured through open international competitive procurement: (i) purchase of IT equipment, GPS navigators, electronic database software (IT equipment, drone, radio collar, camera trap) devices, equipment, collars, camera traps for monitoring zoo anthroponotic diseases; (ii) creation of 10 quarantine enclosures for the State Institution “Specially Protected Natural Areas” under the CEP for wild animals and birds’ animals, creation of a cold chain; (iii) procurement of laboratory equipment for surveillance of immunogenetics by DNA DTL tests; (iv) procurement of laboratory equipment, reagents and supplies for the public health laboratories; (v) purchase of special vehicles for the detection and delivery of wild animals and birds’ corpses to veterinary laboratories for examination; (vi) purchase of special vehicles for delivery of wildlife carcasses, purchase of car boxes and mobile cooling chambers”; (vii) procurement of IT equipment and software for the creation of an electronic database of zoonotic disease risk areas, spread, and control; (viii) procurement of mobile laboratory for remote areas and emergencies; (ix) consulting services to obtain international accreditation of the National Center for Food Security Diagnostics including practical training of laboratory specialists, revision and updating of methods for testing of residual amounts of veterinary and pharmaceutical drugs, antimicrobial agents, salts of heavy metals, and radionuclides; (x) development and implementation of the digitalization system of the CFS; (xi) Individual Consultant to prepare legal acts and obtain a license for National Training and Resource Center of the Committee for Food Security.
