GENERAL PROCUREMENT NOTICE (GPN) REPUBLIC OF TÜRKİYE Preparation Grant for Türkiye Transforming Industry with Technology Grant No: TF0C9216 The Republic of Türkiye, through its Ministry of Industry and Technology (MoIT), has received financing from the International Bank for Reconstruction and Development (World Bank) acting as trustee of the Grant Facility for Project Preparation (GFPP), in the amount of US$1 Million, to support activities aimed to facilitate the preparation of the proposed “Türkiye Transforming Industry with Technology Project”.

MoIT intends to apply all of the proceeds to payments for consulting services, and goods to be procured under the Grant, in accordance with the World Bank Procurement Regulations.

The grant funding will support project preparation and planning activities, more specifically: (a) Conducting market assessment, demand analysis, and need assessment to identify end-users, standards, and certification service providers, and to develop suitable policies, systems, and implementation structures related to the proposed Project.

(b) Pre-investment studies, workshops, and learning exchanges to confirm the feasibility of the proposed Project. (c) Preparation of administrative and operational management and procedures. (d) Undertaking financial management, procurement and environmental and social assessments for the proposed Project. (e) Setting up the proposed Project’s monitoring and evaluation systems.

(f) Assessment of participating financial intermediaries. Procurement of contracts financed by the World Bank will be conducted in accordance with the World Bank’s Procurement Regulations for IPF Borrowers, (February 2025). Procurement opportunities will be open to all eligible firms and individual consultants as defined in the Procurement Regulations.

Specific procurement notices for contracts subject to open national competitive procurement, where applicable, will be announced as they become available in https://www.sanayi.gov.tr and/or in a newspaper of national circulation in Türkiye and/or in the official gazette and/or EKAP.
