GENERAL PROCUREMENT NOTICE (GPN) Country: Pakistan Project: Building Environmental and Social (E&S) Capacity in Hydropower Development in Pakistan Sector: Water/Energy Credit No. Project ID No. P182039/TF0C9206 The Government of Pakistan has received financing from the World Bank (the Bank) in the form of a grant toward the cost of the project titled “Building Environmental and Social (E&S) Capacity in Hydropower Development in Pakistan”. The grant will be implemented by the Pakistan Water and Power Development Authority (WAPDA), which is responsible for the integrated development of the country’s water and power resources under the WAPDA Act 1958, including irrigation, water supply, power generation, flood control, prevention of water logging and salinity, and inland navigation. The World Bank is a longstanding partner in WAPDA’s hydropower investments, including Tarbela Hydropower Project (and its extensions), Ghazi Barotha Hydropower Project, and Dasu Hydropower Project and associated activities. The objective of this grant is to build WAPDA’s in‑house capacity for managing environmental and social risks in hydropower development. It will do so by institutionalizing best practices in an integrated and digitized Environmental and Social Management System (ESMS) across WAPDA’s hydropower operations; and strengthening WAPDA staff and staff capacity to effectively manage E&S risks, including land acquisition, stakeholder engagement, livelihood restoration, and environmental management in line with international good practice and World Bank requirements. The project will finance, among others, the following key activities (subject to refinement in the approved Procurement Plan): Through Individual Consultants/Firm(s), Design and operationalization of an integrated and digitized E&S Management System, including development of procedures, tools, and protocols for screening, assessment, monitoring, and reporting. Institutional assessment and strengthening of WAPDA’s E&S organizational structures (including existing units such as LARU and Environment Cells), coordination mechanisms, and internal governance for E&S risk management. Development and updating of frameworks, guidelines, and standard operating procedures for environmental management, social impact management, land acquisition and resettlement, stakeholder engagement, grievance redress, and monitoring and evaluation. Design and delivery of capacity‑building programs for WAPDA staff and relevant stakeholders (e.g., structured training, on‑the‑job mentoring, learning exchanges, and knowledge products) on E&S risk management for hydropower projects. Specialized technical studies and analytics (for example, digital monitoring solutions, baseline and diagnostic analyses, and evaluation of E&S performance across WAPDA’s hydropower portfolio). Organization of workshops, training courses, and knowledge‑sharing events (national and international) on E&S risk management in hydropower. Development and deployment of e‑learning modules and other training materials for WAPDA staff. Goods and works related to IT hardware, software, and licenses required for the digitized ESMS and associated data management and monitoring tools. Office equipment, minor refurbishments, and other support equipment needed for E&S units to effectively perform their functions. Procurement of goods, non‑consulting services, and consulting services under this project will be carried out in accordance with the World Bank Procurement Regulations for IPF Borrowers (current edition applicable at the time of project effectiveness) and the provisions of the Grant Agreement and the approved Procurement Plan. Open competitive procurement approaches and other selection methods, as specified in the Procurement Plan, will be used for the various contracts. Specific procurement notices for contracts to be bid under open international competitive procurement and for large-value consulting assignments will be published as they become available on:
- the World Bank’s external website; and
- WAPDA’s official website and/or national/local newspapers, as appropriate.
