Ministry of Finance, Planning & Economic Development Hiring of an Individual Consultant – PHP Developer (Short Term, Assignment Based) for the e-GP Secretariat, Sri Lanka Public Financial Management Strengthening Project (SLPFMSP), Department of Public Finance (DPF) With the support of the World Bank under the Sri Lanka Public Financial Management Strengthening Project (SLPFMSP), the Department of Public Finance (DPF), Ministry of Finance, Planning & Economic Development, intends to hire an Individual Consultant – PHP Developer (Short Term, Assignment Based) for the e-GP Secretariat as detailed below.
The appointment shall be for a period of three (03) months. Qualification and Experience: Position: Individual Consultant - PHP Developer (Short Term, Assignment-Based) Vacancies: 01 Job responsibilities: • Reset Passwords as required and hand over the credentials to the client. • Create additional user Accounts as required.
• Assist in future upgrades to the e-GP version 2.1 system to be carried out by Sri Lanka Telecom (SLT). • Ensure software installation and deployment for the Disaster Recovery solution is successfully carried out with SLT.
• Archival and managing of log files and attachments in the system to release Hard disk space • Make provision for the client to post regular notices for any urgent maintenance or other notices that need to be broadcast via the PROMISe web portal. • Carry out regular database maintenance tasks such as indexing and archiving of files.

• Develop and maintain the existing Version 2.1 software system hosted at the SLT data center to ensure stable and error-free operation. • Optimize and manage the MySQL database for performance, reliability, and stability. • Collaborate with the Help Desk staff and end-users to identify, troubleshoot, and resolve software issues. • Creating Reports/Dashboards for analytics.
• Develop Admin panel front-end interface for identified client administrators to make changes in Master data. • Ensure best practices on managing audit logs for all new/enhanced developments. • Any other tasks assigned by the Director General, Department of Public Finance. Qualification: • Bachelor's degree in computer science, Information Technology, or related professional qualifications.
Experience: • Minimum 5 years of professional experience in PHP development • Knowledge of Government digital platforms will be an added advantage • Expertise in MySQL database design, optimization, and management • Strong analytical and problem-solving skills.
• Effective communication and teamwork abilities Please refer following websites for the detailed Terms of References (TORs): www.treasury.gov.lk Method of Selection: The Departmental Consultants Recruitment Committee (CPCD) shall evaluate the Expressions of Interest (EoIs) / CVs, together with supporting documentary evidence, against the stipulated qualifications and experience criteria.
The highest-ranked candidate shall be offered the assignment on a contractual basis. Basis for hiring individual consultants: The Consultant shall be engaged on an assignment basis for a period of three (03) months. Consultancy fee for the Assignment-based Contract: The cumulative contract fee shall be LKR 500,000.00, and payments shall be made on a task-based basis.
The Consultant is required to submit a periodic work done report specifying the tasks completed during the relevant period. Payments shall be processed upon certification and approval by the assigned supervisor as appropriate. Nature of the Appointment: The contract shall be assignment-based and shall cover the activities specified at the ToR.
The assignments may be performed either remotely or on-site, as required by the client, during the three (03) month contract period. Reporting Authority: The Consultant will report to the Project Manager or a Senior ICT Consultant nominated by the Project Management, under the overall supervision of Additional Director General (e-GP) of Public Finance / Director General of Public Finance.
