With the support of the World Bank under the Sri Lanka Public Financial Management Strengthening Project (SLPFMSP), the Department of Public Finance (DPF), Ministry of Finance, Planning & Economic Development, intends to hire an Individual Consultant – Senior PHP Developer for the e-GP Secretariat as detailed below.

of Vacancies: 01 Job Responsibilities: The Senior PHP Developer will work under the supervision of the Director General / Additional Director General / Project Manager or designated Senior ICT Consultant of the Department of Public Finance and will contribute to the maintenance, enhancement, and technical improvement of the Electronic Government Procurement (e-GP) System.

Key Responsibilities (as per TOR): • Develop and maintain the existing PROMISe software system hosted at the SLT Data Center ensuring stable and error-free operations. • Implement approved software change requests to meet evolving operational and user requirements. • Develop and integrate the SLT Rainbow Pages database into the current PROMISe system.
• Optimize and manage the MySQL database for performance, reliability, and scalability. • Develop management reports, analytics outputs, and monitoring dashboards. • Identify, troubleshoot, and resolve runtime and operational system issues. • Collaborate with team members and end-users to identify, troubleshoot, and resolve software issues.
• Collaborate with other entities involved in supporting the development process. • Participate in meetings, technical discussions, and continuous improvement initiatives. • Support the preparation and execution of PROMISe Version 2.1 migration to Microsoft Azure. • Prepare and maintain essential technical documentation including system architecture, code updates, deployment instructions, and configuration notes.
• Carry out any additional duties assigned by the Director General, Department of Public Finance. Qualification: •Bachelor’s Degree in Computer Science, Information Technology, or a related discipline from a recognized university. Experience: •Minimum of five (05) years of professional experience in PHP development. •Strong expertise in MySQL database design, optimization, and management.
•Linux experience is required. •Hands-on experience in Application-level & Database Security. •Experience with Microsoft Azure cloud services, including deployment and resource management. •Proficiency in API development and integration. •Working knowledge of DevOps / CI/CD pipelines using Git or Azure DevOps. •Strong analytical and problem-solving capabilities. •Good communication and teamwork skills.
Please refer following websites for the detailed Terms of References (TORs): www.treasury.gov.lk Method of Selection: (i) Structured Computer-Based Test/Written Test A structured computer-based test will be conducted as the first stage of the selection process to objectively assess the candidates’ knowledge, analytical ability, and job-related competencies.
(ii) Cutoff Mark and Shortlisting Criteria: Candidates who achieve a score above the pre-determined cutoff mark (More than 75 Marks) will be eligible for shortlisting. Only those who meet or exceed this cutoff will be considered for the next stage. (iii) Interview and Final Selection:Only the shortlisted candidates will be invited to attend a face-to-face or panel interview.
The interview will focus on assessing the candidates’ professional experience, problem-solving skills, communication abilities, and suitability for the role.
Basis for hiring individual consultants: The consultant will be hired for a period of one (01) year, with the possibility of extension based on satisfactory performance and project requirements under the Sri Lanka Public Financial Management Strengthening Project (SLPFMSP), Department of Public Finance (DPF).
Remuneration/ Consultancy fee: The individual Consultant will be remunerated on a monthly basis within a range of LKR. 200,000.00 to LKR.400,000.00 and the final amount would be negotiated based on the qualification and experience. Nature of the Appointment: This position is a full-time, in-house role with standard working hours from 8:00 a.m. to 4:00 p.m.
In cases of urgent or emergency situations, employees are expected to work outside regular working hours, with the flexibility to set off these working hours. Reporting Authority: The Consultant will report to the Project Manager or a Senior ICT Consultant nominated by the Project Management, under the overall supervision of Additional Director General (e-GP) of Public Finance / Director General of Public Finance.
