Community Benefit Sharing Project Phase 2 Implementation in Solomon Islands

Ministry of Mines, Energy and Rural Electrification P O Box G37, Honiara Solomon Islands Community Benefit Sharing Project -Phase 2 The Community Benefit Sharing Project -Phase 2 (CBSPII) is a World Bank funded project under the Ministry of Mines, Energy and Rural Electrification (MMERE), through the IDA Grant Facility.

The CBSPII also plays a subsidiary role alongside the Tina River Hydropower Development Project (TRHDP) with the objective to enable target communities in the Tina catchment area to benefit from improved access to and use of basic infrastructure and services and to operationalize the community benefit share fund (CBSF) which was created under CBSP-Phase 1.

The CBSPII has four components: Component 1 – Operationalize the CBSF Component 2 – Community infrastructure investments Component 3 – Capacity building training and skills enhancement Component 4 – Project management support, monitoring and evaluation The MMERE through the CBSPII Project Management Unit (PMU) will be responsible for the overall coordination and implementation of the CBSPII project.

The PMU is seeking expression of interest from qualified and experienced candidates for the position: Reference Contract type Contract Method Consultant Type Location C4-CS-007 Mid – Term Review (MTR) Consultant Expression of Interest (EOI) International PMU, Honiara Terms of Reference (TOR) for the position is available at the Tina Project Office, Lvl 2, Anthony Saru Building, download link https://tinyurl.com/es266p9s or send request by email to: monica.parsad@tina-hydro.com Individual applicant is expected to submit a complete proposal for this task in line with the following qualifications: Demonstrated experience in project management and evaluation and familiarity with the World Bank’s MTR and ICR requirements and guidelines Experience in project design and implementation with major donor funded projects in the Pacific Region Experience with World Bank financed operations or major donor project reviews Familiar with public finance management and budgeting processes Familiar with fiscal decentralization, sub-national governance and accountability, participatory planning, adaptation and climate resilience programmes in a development context Experience in field research including key informant interview and focus group discussion Ability to make independent assessments Experience in leading stakeholder discussions and workshops Proven ability to deliver clear and succinct reports Relevant post graduate degree or equivalent relevant experience.
