Scope overview
The Naval Air Systems Command (NAVAIR), NAS Patuxent River, MD intends to issue a sole source contract modification to L3Harris Technologies (L3H) – Salt Lake City, UT to continue development of the NGJ-LB system to reach full capability as defined in the Capability Development Document.
This will also include delivery of System Demonstration Test Article (SDTA) pods, development and implementation of additional cybersecurity and system security requirements, additional product support and logistics support for Operational Prototypes Pods (OPP) and SDTAs after delivery, additional T&E support, and software verification of correction of deficiencies.
This requirement will be procured in accordance with the statutory authority permitting other than full and open competition under 10 U.S.C.
2304(c)(1), as implemented by FAR 6.302-1, “Only one responsible source and no other supplies or services will satisfy agency requirements.” As the sole designer, developer, manufacturer, and integrator of the NGJ-LB, L3H is the only source that possesses the engineering data, technical skills, and requisite knowledge of the design, performance, and operational requirements of the NGJ-LB required to perform the necessary development efforts within the required timeframes and without substantial duplication of costs.
No other source has the technical qualifications and necessary resources to perform the work described herein, nor will any other supplies or services satisfy the Government’s requirements. This is not a commercial buy; therefore, the Government does not intend to use the provisions of FAR Part 12 for this acquisition. This synopsis is published for informational purposes only.
(THIS NOTICE IS NOT A REQUEST FOR COMPETITIVE PROPOSALS). Interested parties, however, may identify their interest and capability by responding to the requirement. The Government will consider all capability information received prior to the closing date of this synopsis. Information received will be considered solely for the purpose of determining whether to conduct a competitive procurement.
A determination by the Government not to compete based upon responses to this notice is solely within the discretion of the Government. There is no commitment by the Government to issue any solicitation, make an award, or to be responsible for any monies expended by any interested party before award of a contract for the efforts detailed above.
