Request for Quotations (RFQ) — Non-Consulting Services Project Name: Hainan Provincial Project under the World Bank–Financed Emerging Infectious Disease Prevention, Preparedness and Response Project (Global “One Health” Hainan Demonstration Project) Contract Name: Non-Consulting Services for the 2025 In-Service Training on One Health Knowledge and Skills for Key Veterinary Practitioners and Grassroots Animal Disease Prevention and Control Technical Competition Contract No.: HN-HS-10 Date of Issue of the RFQ: December 12, 2025 Client: Hainan Provincial Department of Agriculture and Rural Affairs 1、CITIC International Tendering Co., Ltd.

(the “Procurement Agent”), on behalf of the Hainan Provincial Department of Agriculture and Rural Affairs (the Client), hereby invites you/your company to submit a quotation for the services described in Appendix A (Scope of Requirements) attached to this RFQ.

However, if you/your company has participated in the preparation or drafting of Appendix A (Scope of Requirements) of this RFQ, you/your company shall be disqualified. To assist you/your company in the preparation of the quotation, the Scope of Requirements, the Quotation Form, and the Contract Form are enclosed herewith.

2、Notwithstanding the above, your quotation shall not be considered if you/your company falls under any of the following circumstances: (a) the origin of the services offered by you/your company is not from an eligible source country as stipulated by the World Bank; or (b) you/your company is associated with any firm that prepared the Scope of Requirements or participated in the preparation of this Project; or (c) you/your company is owned by or affiliated with the Client; or (d) you/your company is currently sanctioned by the World Bank for the period determined by the World Bank, in accordance with the prevailing sanction policies and procedures set out in the World Bank Anti-Corruption Guidelines and Chapter VI “Fraud and Corruption,” paragraph 2.2(d), of the World Bank Sanctions Framework; or (e) pursuant to a decision of the United Nations Security Council adopted under Chapter VII of the Charter of the United Nations, the purchase of services from your country, or any payments to persons or entities in your country, is prohibited.

3、Qualification Requirements Requirements for the Service Provider The Service Provider shall have extensive experience in agricultural training projects, as well as experience in training for grassroots livestock and veterinary personnel at the municipal and county levels.

From January 1, 2023 to the present, the Service Provider shall have successfully implemented at least one (1) agricultural training project, with a cumulative contract value for agricultural training projects of not less than RMB 500,000.

Relevant documentary evidence of performance shall be provided, which shall include at least copies of the key pages of the contracts (showing essential information such as the name of the entity, scope of services, contract amount, and date of signing).

Requirements for Members of the Service Provider’s Expert Team 1)Project Team Leader (1 person): (1) Has a professional background in veterinary medicine, public health, or a related field; (2) Has more than five (5) years of experience in veterinary training or in organizing skills competitions, and is familiar with veterinary education and training systems; (3) Demonstrates strong project management, communication, coordination, and problem-solving abilities; (4) Is familiar with the One Health concept and relevant policies and regulations on animal disease prevention and control.

2)Training Instructors (10 persons): (1) Have a professional background in veterinary medicine, public health, law, or other disciplines relevant to the courses to be delivered; (2) Have at least five (5) years of working experience in veterinary medicine, public health, or the relevant teaching fields; (3) Possess good teaching skills and communication abilities.

3)Animal Disease Prevention Skills Competition Expert (1 person): (1) Has a professional background in veterinary medicine or a related field; (2) Is familiar with the national standards for animal disease prevention technicians’ skills competitions, and has experience in organizing or serving as a judge in at least two (2) provincial-level or above animal disease prevention skills competitions; (3) Has expertise in animal disease surveillance, diagnosis, prevention and control, and emergency response, and is able to accurately assess contestants’ operational skills; (4) Possesses strong organizational, coordination, and adaptability skills, and is able to handle unexpected issues arising during the competition.

4)Management and Logistics Support Officers (3 persons): (1) Have at least two (2) years of experience in training management and logistical support, and are familiar with the procedures and requirements for organizing such activities; (2) Demonstrate a strong service mindset and good communication and coordination skills, and are able to promptly address the needs and issues of trainees and competition participants; (3) Are able to adapt to flexible working hours and adjust work plans in accordance with the training and competition schedules.

(The Service Provider shall submit relevant supporting documents for all the above personnel, including but not limited to individual CVs, diplomas, evidence of experience in implementing similar projects, personal commitment letters, and professional qualifications, if any.) 4.

Submission of Quotations You/your company shall submit your quotation in accordance with the following instructions, procedures, and the terms and conditions of the Contract. 4.1 Preparation of the Quotation (a) Your quotation shall cover all items described in the Scope of Requirements and shall be submitted strictly in the format of the attached Quotation Form.

The currency to be used for the quotation and for payment shall be Renminbi (RMB). (b) For the above items, you/your company shall submit one set of quotation documents consisting of the quotation and relevant qualification and performance supporting documents (including the Quotation Form, the corresponding documents required under “3.

Qualification Requirements” above, and any other supporting materials that you/your company deems necessary). The quotation documents shall be typed or written in indelible ink, affixed with the official seal of you/your company, and signed by the legal representative or an authorized representative. If the Quotation Form is not signed and stamped, the quotation shall not be further considered.

(c) You/your company shall submit one (1) bound original of the quotation documents, clearly marked “ORIGINAL.” In addition, two (2) copies of the quotation documents, each marked “COPY,” shall be submitted.

At the same time, scanned PDF versions bearing the company seal and editable Word versions of the quotation documents shall be saved on a USB flash drive, properly sealed and submitted together with the hardcopy quotation documents. In case of any inconsistency between the electronic version and the hardcopy version, the hardcopy version shall prevail.

In case of any inconsistency between the original and the copies of the hardcopy quotation documents, the original hardcopy shall prevail. (d) The validity period of your quotation shall be ninety (90) days, commencing from the deadline for submission of quotations.

If you/your company withdraws its quotation during the validity period and/or refuses to accept the Contract upon award, you/your company shall be excluded from the list of service providers for this Project for a period of two (2) years. 4.2 Submission and Opening of Quotations (a) Your quotation documents (including the Quotation Form and relevant supporting documents) shall be submitted no later than 09:00 a.m.

on December 29, 2025 (the deadline for submission of quotations). All required documents shall be duly signed and stamped, sealed in an envelope, and delivered to the following address: Room 1612 (Meeting Room), 16th Floor, Jingcheng Electromechanical Building, No. 59 East Third Ring Middle Road, Chaoyang District, Beijing; Attention: Yang Gengxu, Liu Shuang; Tel: 010-87945198-512, 509.

(b) The quotations will be publicly opened at 09:00 a.m. on December 29, 2025 at Room 1612 (Meeting Room), 16th Floor, Jingcheng Electromechanical Building, No. 59 East Third Ring Middle Road, Chaoyang District, Beijing, in the presence of representatives of the service providers who choose to attend. Late quotations shall be rejected.

4.3 Evaluation and Comparison of Quotations (a) Quotations that are determined to be substantially responsive to this RFQ will be evaluated through a comparison of their quoted prices. A quotation shall be considered non-responsive if it contains material deviations from, or reservations to, the terms, conditions, and specifications of this RFQ.

(b) In evaluating quotations, the Client will make adjustments for any arithmetic errors as follows: (i) where there is a discrepancy between the amount in figures and the amount in words, the amount in words shall prevail; (ii) where there is a discrepancy between the unit price (if applicable) and the total price for an item (calculated as the unit price multiplied by the quantity), the unit price quoted shall prevail; and (iii) if you/your company refuses to accept the correction, your quotation shall be rejected.

4.4 Contract Award (a) The Client shall award the Contract to the service provider that has been determined to be substantially responsive to this RFQ and that has submitted the lowest evaluated quotation.

(b) Within twenty-one (21) days after the quotation submission deadline, the Client shall issue a Notice of Award to the successful service provider, together with a duly signed Letter of Acceptance of Quotation by the Client’s authorized representative (both the original and copies of the Letter of Acceptance of Quotation shall be retained on file for inspection and audit purposes).

(c) The successful service provider shall sign the Contract in accordance with the Contract Terms and Conditions set out in the Appendix. Except for the quoted price, the Contract price shall be inclusive of value-added tax (VAT) applicable within the People’s Republic of China. 5、Further Information Additional information may be obtained from: Name: CITIC International Tendering Co., Ltd.

7、Fraud and Corruption In accordance with the World Bank’s Anti-Corruption Guidelines, service providers shall observe the highest standards of ethics during the procurement and execution of such contracts and shall refrain from fraud and corruption.

If the World Bank determines that a service provider recommended for contract award and/or its employees have, directly or indirectly, engaged in corrupt, fraudulent, collusive, coercive, or obstructive practices in competing for or in executing the Contract, the World Bank will reject the proposal for contract award and may impose sanctions or take other remedial measures against the relevant parties.

At the time of submission of the quotation, you/your company shall not be included on the World Bank’s sanctions list.

In accordance with the prevailing sanction policies and procedures set out in the World Bank Anti-Corruption Guidelines and Chapter VI “Fraud and Corruption,” paragraph 2.2(d), of the World Bank Sanctions Framework, any firm or individual sanctioned by the World Bank shall, for the period determined by the World Bank, be ineligible to participate in any procurement activities under World Bank–financed projects, to be awarded World Bank–financed contracts, or to benefit from such contracts.

8、Declaration on Debarment and Blacklisting You/your company, as well as any consortium or joint venture members (if applicable), affiliated entities, parent companies, affiliates, or subsidiaries (including any subcontractors or suppliers for any part of this Contract), have not been and have never been suspended from cooperation, debarred, declared ineligible, or blacklisted by the Client’s country, any international organization, or other donor agencies.

If any suspension, debarment, declaration of ineligibility, or blacklisting has occurred, please provide detailed information (applicable to each consortium/joint venture member, affiliated entity, parent company, affiliate, subsidiary, subcontractor, and/or supplier), as follows: (a) Name of the entity: __________________ (b) Period of suspension, debarment, or blacklisting (start and end dates): ________________ (c) Reason for suspension, debarment, or blacklisting: ________________________ 9、Declaration on Criminal Offenses Neither you/your company nor any consortium or joint venture members (if applicable), affiliated entities, parent companies, affiliates, or subsidiaries (including any subcontractors or suppliers), nor any of their key personnel or managers, have been charged with or found guilty of any criminal offense (including felonies or misdemeanors), or violations/offenses punishable by imprisonment.

dismissal, settlement, or conviction/penalty and term): __________________ (d) Other relevant details: __________________ 10、Notification Obligation You/your company understands that if you/your company, as well as any consortium or joint venture members, affiliated entities, parent companies, affiliates, or subsidiaries (including any subcontractors or suppliers), are suspended or debarred from, or otherwise lose eligibility to cooperate with, the World Bank or any other multilateral development bank, the Client’s country, any international organization, or other donor agencies, or if any of your/your company’s key personnel or managers are charged with or found guilty of any criminal offense or violations punishable by imprisonment, you/your company shall have the obligation to notify the World Bank.

11、Misrepresentation In accordance with the World Bank’s Anti-Corruption Guidelines, any intentional or negligent misrepresentation, or any attempt to mislead, may result in the automatic rejection of the quotation or the cancellation of the Contract (if already awarded), and may require the adoption of remedial measures.

12、Conflict of Interest You/your company (the Quotationer) shall not have any conflict of interest. Any quotationer found to have a conflict of interest shall be disqualified. A firm shall be considered to have a conflict of interest if it: a.

supplies goods, works, or non-consulting services that result from consulting services provided by the firm or by any of its affiliates (an affiliate directly or indirectly controls the firm, or the firm controls the affiliate, or both are under common control) for the preparation or implementation of the Project, or that are directly related to such consulting services.

This provision does not apply to the various firms (consultants, contractors, or suppliers) jointly performing contractor obligations under a turnkey or design-and-build contract; or b.

including its personnel, has a close business or family relationship with the Borrower, or the implementing agency of the Project, or the recipient of a part of the World Bank loan, or any other agency representing the Borrower, where such professional staff: i.

are directly or indirectly involved in the preparation of the procurement documents or contract specifications and/or in the evaluation process of the Contract; or ii. will be involved in the implementation or supervision of the Contract, unless the conflict arising from such relationship has been resolved in a manner acceptable to the World Bank throughout the procurement process and contract implementation; or c.

is subject to any other conflict of interest situations as defined in the World Bank’s Standard Procurement Documents applicable to the specific procurement process. 13. Complaints and Queries If a quotationer wishes to raise any query or lodge a complaint related to the procurement process, such query or complaint shall be submitted in writing (by the fastest means, i.e.
