Request for Quotation — Non-Consulting Services (RFQ) Project Name: World Bank Loan Project on Prevention, Preparedness, and Response to Emerging Infectious Diseases in Hainan Province (Global “One Health” Hainan Demonstration Project) Contract Name: 2025 Veterinary Field Epidemiology Training Course (Basic Course for Technical Backbones) and Advanced Veterinary One Health Management Training Course — Non-Consulting Services Contract Number: HN-NS-9 Date of Invitation: December 3, 2025 Client: Hainan Provincial Department of Agriculture and Rural Affairs 1、CITIC International Tendering Co., Ltd.

(the “Procurement Agent”), on behalf of the Hainan Provincial Department of Agriculture and Rural Affairs (the “Client”), hereby invites your firm/company to submit a quotation for the services described in Appendix A (Terms of Reference) of this Invitation.

However, if your firm/company has participated in the preparation or drafting of the “Appendix A: Terms of Reference” related to this RFQ, your firm/company will be disqualified. To assist your firm/company in preparing the quotation, the Terms of Reference, Quotation Form, and Contract Template are enclosed with this invitation.

2、However, your proposal will not be considered if your firm/company falls under any of the following circumstances: (a) The origin of the services provided by your firm/company is not from countries eligible under the World Bank regulations; or (b) Your firm/company has affiliations with any entity involved in preparing this Terms of Reference or participating in the preparation of this project; or (c) Your firm/company is owned by the Client; or (d) Your firm/company is currently sanctioned by the World Bank under the applicable sanction policies and procedures as set out in Section 2.2(d) of Chapter VI “Fraud and Corruption” of the World Bank’s Anti-Corruption Guidelines and Sanctions Framework; or (e) Your firm/company is prohibited from procuring services from or making payments to any individual or entity in your country pursuant to a decision by the United Nations Security Council under Chapter VII of the UN Charter.

3、Eligibility Requirements: Requirements for Service Providers: (1)The organization must have the legal capacity to assume civil liability. A copy of the business license, public institution legal person certificate, or other equivalent valid certification documents corresponding to the organizational form must be provided. (2)The organization must have substantial experience in training or conference services.

From January 1, 2022, to the submission deadline, the organization must have conducted at least two training or conference services (in fields such as veterinary medicine, veterinary pharmaceuticals, food safety, public health, etc.), with each contract valued at no less than RMB 300,000.

Relevant performance verification materials must be provided, which should at a minimum include key pages of the contract copies showing essential information such as the organization’s name, scope of services, contract value, and contract date.

Requirements for the Expert Team of the Service Provider: (1)Requirements for the Expert Team of the Service Provider: Project Team Leader (1 person): (1) Possess a background in veterinary medicine, public health, or a related field; (2) have over 5 years of work experience in the veterinary field and have organized or participated in national veterinary field epidemiology projects or One Health-related projects; (3) demonstrate excellent project management, communication, coordination, and problem-solving skills; (4) understand the One Health concept and policies/regulations related to animal disease prevention and control.

(2)Training and Teaching Experts (10 persons): (1) Possess relevant professional backgrounds in veterinary medicine, public health, or the specific subject area of the courses they will teach; (2) have over 5 years of work experience in the veterinary field or in the course-related field; (3) demonstrate strong teaching ability and communication skills.

(3)Management and Support Specialists (3 persons): (1) Have at least 2 years of experience in training management or support and be familiar with the processes and requirements of event organization; (2) possess strong service awareness and communication and coordination skills, and be able to promptly address participants’ needs and issues; (3) be able to adapt to flexible working hours and adjust work plans according to the training schedule.

The service provider must submit supporting documents for all the above personnel, including personal résumés, diplomas, proof of experience in similar projects, personal commitment letters, and professional qualifications (if any). 4、Your firm/company shall submit its quotation in accordance with the following instructions, procedures, and the terms and conditions of the Contract.

4.1 Preparation of Quotation (a) Your firm/company’s quotation must cover all items described in the Terms of Reference, and must be submitted only in the format provided in the attached Quotation Form. The currency for the quotation and payment shall be Renminbi (RMB).

(b) For the above services, your firm/company must submit one quotation package consisting of the quotation and all required qualification and performance supporting documents (including the Quotation Form, the materials required under Section 3 “Eligibility Requirements,” and any other supporting documents your firm/company considers necessary).

The quotation documents must be typed or written in indelible ink, stamped with your company seal, and signed by your legal representative or an authorized representative. If the quotation form is not signed and stamped, the quotation will not be considered further.

(c) Your firm/company must submit one (1) original quotation document, bound and marked “Original.” In addition, two (2) copies must be submitted, each marked “Copy.” Your firm/company shall also provide an electronic version of the quotation documents (PDF scan with company seal and an editable Word version) saved in a USB drive, properly sealed and submitted together with the paper documents.

In case of any inconsistency between the electronic and hard copy versions, the hard copy shall prevail; in case of inconsistency between the original and the copies of the hard copy, the original shall prevail. (d) The validity period of your firm/company’s quotation shall be 90 days starting from the quotation submission deadline.

If your firm/company withdraws its quotation during the validity period and/or refuses to accept the contract when awarded, your firm/company will be excluded from the list of service providers for this project for a period of two (2) years. 4.2 Submission and Opening (a) Your firm/company’s quotation documents (including the Quotation Form and all supporting materials) shall be submitted before 09:00 a.m.

on December 18, 2025 (the quotation submission deadline). All required documents must be signed, stamped, sealed in an envelope, and delivered to the following address: Meeting Room 1612, 16th Floor, Jingcheng Electromechanical Building, No.

59 East Third Ring Middle Road, Chaoyang District, Beijing Recipients: Yang Gengxu, Liu Shuang Tel: 010-87945198-512, 509 (b) The quotation documents will be publicly opened at 09:00 a.m. on December 18, 2025 at Meeting Room 1612, 16th Floor, Jingcheng Electromechanical Building, No. 59 East Third Ring Middle Road, Chaoyang District, Beijing.

Representatives of service providers who choose to attend may witness the opening. Quotations submitted late will be rejected. 4.3 Evaluation and Comparison (a) Quotations determined to be substantially responsive to this RFQ will be evaluated by comparing their quoted prices.

A quotation will be considered non-substantially responsive if it contains material deviations or reservations from the terms, conditions, and specifications of this RFQ.

(b) In evaluating quotations, the Client will adjust for any arithmetic errors as follows: (i) If the amount written in figures differs from the amount written in words, the amount in words shall prevail; (ii) If there is a discrepancy between the unit price (where applicable) and the total price for an item (unit price multiplied by quantity), the unit price quoted shall prevail; and (iii) If your firm/company refuses to accept the correction, its quotation will be rejected.

4.4 Contract Award (a) The Client shall award the contract to the service provider whose quotation has been determined to be substantially responsive to this RFQ and who has submitted the lowest price.

(b) Within 21 days after the quotation submission date, the Client will issue a Notification of Award to the successful service provider, attaching the “Letter of Acceptance” signed by the Client’s authorized representative (both the original and a copy of the Letter of Acceptance shall be retained for inspection and audit).

(c) The successful service provider shall sign the contract in accordance with the Contract Terms and Conditions included in the Appendix. 7、In accordance with the World Bank’s Anti-Corruption Guidelines, service providers must observe the highest standards of ethics during the procurement and execution of such contracts and must avoid fraud and corruption.

If the Bank determines that the service provider recommended for award, and/or its employees, have directly or indirectly engaged in corrupt, fraudulent, collusive, coercive, or obstructive practices during the competition for or execution of the contract, the Bank will reject the recommendation for award and may impose sanctions or take other remedial actions against the parties involved.

At the time of submitting the quotation, your firm/company must not be listed on the World Bank’s sanctions list.

Under the Bank’s current sanctioning policies and procedures, as set forth in paragraph 2.2(d) of Section VI, “Fraud and Corruption,” of the World Bank Sanctions Framework, firms or individuals sanctioned by the Bank are ineligible, for the period determined by the Bank, to participate in any procurement activity under Bank-financed projects, to be awarded a Bank-financed contract, or to benefit from a Bank-financed contract.

8、Your firm/company and any consortium member (if applicable), affiliated entity, parent company, subsidiary, or associated firm (including any subcontractor or supplier for any part of this contract) are not and have never been suspended, debarred, declared ineligible, or blacklisted by the Client’s country, any international organization, or any other donor agency.

11、In accordance with the World Bank’s Anti-Corruption Guidelines, any false statement—intentional or negligent—that misleads or attempts to mislead may result in automatic rejection of the quotation or cancellation of the contract (if already awarded), and may also trigger remedial actions. 12、Your firm/company (the bidder) must not have a conflict of interest.

Any bidder found to have a conflict of interest will be disqualified. A firm shall be considered to have a conflict of interest under any of the following circumstances: a.

The firm supplies goods, works, or non-consulting services that originate from consulting services provided by the firm or its affiliates (an affiliate being a firm that directly or indirectly controls, is controlled by, or is under common control with the bidder) for the preparation or implementation of the project, or that are directly related to such consulting services.

This requirement does not apply to turnkey or design-and-build contracts where various firms (consultants, contractors, or suppliers) jointly assume contractor obligations; or b.

The firm, including its personnel, has a close business or family relationship with a professional staff member of the Borrower, the project implementing agency, the recipient of a portion of the World Bank loan, or any agency acting on behalf of the Borrower, and such staff member: i.

is directly or indirectly involved in the preparation of the procurement documents or contract specifications and/or in the evaluation process of the contract; or ii. will be involved in the implementation or supervision of the contract, unless the conflict arising from such relationship has been resolved throughout the procurement and contract execution process in a manner acceptable to the World Bank; or c.

Any other situation constituting a conflict of interest as specified in the World Bank’s applicable Standard Procurement Documents for the specific procurement process.
