New York City Seeks Lockbox Services for Parking and Violation Payments

The New York City Department of Finance is seeking a qualified contractor to provide retail and whole-tail lockbox services to process check payments for the City s parking ticket issuances, camera violation billings, and collection billings.

Qualified Contractors will be required to retrieve mail from designated Post Office Boxes, open envelopes, count and forward correspondence, process payments with and without summonses or coupons, manage exception workflows, capture data, transmit data files to the Agency s Summons Tracking and Account Receivable System ( STARS ) and Business Tax and Collections System ( BTCS ), produce and deliver daily reports, and provide access to records processed for researching claims.

This Request for Proposal ('RFx') is being released through PASSPort, New York City's online procurement portal. Responses to this RFx should be submitted via PASSPort. To access the solicitation, vendors should visit the PASSPort Public Portal at https://www.nyc.gov/site/mocs/passport/about-passport.page and click on the 'Procurement Navigator' blue box.

This will take you to the Public Portal of all procurements in the PASSPort system. To quickly locate the RFx, insert the EPIN into the Keywords search field for additional details including the release date and pre-bid conference (optional). Please submit your proposals by both acknowledging the receipt of the RFx in the Acknowledgement tab and completing your response in the Manage Responses tab.
