L'acheteur a fait le choix d'établir un partenariat avec une autre personne morale pour obtenir une participation financière en l'échange de la cession du droit de réclamer les CEE au titre des actions engagées.
Dans ce cas, la charge administrative liée à la gestion des certificats ne reposera plus sur la Collectivité mais sur son partenaire. Les seuils sont exprimés en quantité au sein des documents de la consultation. Consultation lancée par un groupement de commandes dont Tours Métropole Val de Loire est désignée coordinatrice. L'accord-cadre sera exécuté par l'émission de bons de commande.
Les prestations sont réglées par des prix unitaires. Les candidats s'engagent dans le versement d'une contrepartie financière plancher prévue dans l'acte d'engagement, versée selon les modalités prévues au cahier des clauses techniques particulières
