• The Government of Sierra Leone through the Ministry of Agriculture and Food Security has received financing from the World Bank toward the cost of The West Africa Food System Resilience Program (FSRP-2), and intends to apply part of the proceeds toward payments under the contract for Procurement and Distribution of Twenty (20) Combined Manual Harvesters and Two (2) Transplanters for Rice for the Ministry of Agriculture and Food Security (MAFS).
• The Food Systems Resilience Program (FSRP-2) under the Ministry of Agriculture and Food Security (MAFS) now invites sealed Bids from eligible Bidders for the Procurement and Distribution of Twenty (20) Combined Manual Harvesters and Two (2) Transplanters for Rice for the Ministry of Agriculture and Food Security (MAFS).

• Bidding will be conducted through international competitive procurement using a Request for Bids (RFB) as specified in the World Bank’s “Procurement Regulations for IPF Borrowers” February 2025 (“Procurement Regulations”) and is open to all eligible Bidders as defined in the Procurement Regulations.
• Bids will be evaluated in accordance with the evaluation process set out in the bidding documents. The following weightings shall apply for Rated Criteria (including technical and non-price factors): 60% and for Bid cost: 40%.

• The bidding document in English may be purchased by interested eligible Bidders upon the submission of a written application to the address below and upon payment of a nonrefundable fee of SLE 1,000.00 (One Thousand Leones only) or in a freely convertible currency. • Bids must be delivered ( 4 hard copies and scanned PDF format in a flash drive ) to the address below on or before 1300 hours on Tuesday, 7th April 2026 . Electronic Bidding will not be permitted. Late Bids will be rejected. The outer Bid envelopes marked “Original Bid”, and the inner envelopes marked “ Technical Part ” will be publicly opened in the presence of the Bidders’ designated representatives and anyone who chooses to attend, at the address below on Tuesday, 7th April 2026 at the Conference Room, FRSP Office, at 1300 hours . All envelopes marked “ Second Envelope: Financial Part ” shall remain unopened and will be held in safe custody of the Purchaser until the second public opening.

• may be invoked if the bidder, upon the award of the contract, refuses to maintain the terms and conditions of the earlier submitted bid.
