  • The Government of Sierra Leone through the Ministry of Agriculture and Food Security has received financing from the World Bank toward the cost of The West Africa Food System Resilience Program (FSRP-2) and intends to apply part of the proceeds toward payments under the contract for Procurement of Procurement of 70 Mini-Combined Manual Harvesters and 140 Mobile Threshers for Rice for the Ministry of Agriculture and Food Security.
  • The Project Management Unit of the Ministry of Agriculture and Food Security now invites sealed Bids from eligible Bidders for Procurement of 70 Mini-Combined Manual Harvesters and 140 Mobile Threshers for Rice for the Ministry of Ministry of Agriculture Project Management Unit.

  • Bidding will be conducted through National Competitive Procurement using a Request for Bids (RFB) as specified in the World Bank’s “Procurement Regulations for IPF Borrowers” November 2020 Procurement Regulations edition as per legal agreement (“Procurement Regulations”) and is open to all eligible Bidders as defined in the Procurement Regulations.
  • Interested eligible Bidders may obtain further information and inspect the bidding document during office hours 0900 to 1600 hours at the address given below.
  • The bidding document in English may be purchased by interested Bidders upon the submission of a written application to the address below and upon payment of a nonrefundable fees of Two Thousand New Leones (NLe. 2,000.00) or in a convertible currency. The Bidding is open to all suppliers who can demonstrate the financial capacity with experience to supply the required goods to the Government of Sierra Leone. The bidding document may be sent via email upon request upon payment. The method of payment will be by Bank transfer, Wire transfer and Direct payment in the Account listed below:

  • Bids must be delivered to the address below on or before 11:00 am on Monday 27th November 2023 and Electronic Bidding will not be permitted. Late Bids will be rejected. Bids will be publicly opened in the presence of the Bidders’ designated representatives and anyone who chooses to attend at the address below at 11:00 am on Monday 27th November 2023.

All bids must be accompanied by:

  • A Bid Security of Eight Hundred and Sixty - Eight Thousand, Five Hundred and Sixty Leones (NLe. 868,560) or its equivalent in a freely convertible currency must be included within the sealed bid and satisfy the following conditions:
  • be in favour of the Ministry of Agriculture and Food Security
  • may be invoked if the bidder, upon the award of the contract, refuses to maintain the terms and conditions of the earlier submitted bid.
  • A financing proposal with evidence of financial capability which should match a minimum of the bidders bid price.
  • Signed Bid Form, Price Schedule and Schedule of Requirement
  • A valid tax Certificate.
  • A Business Registration Certificate
  • A Business Profile of the Supplier
  • Manufacturer’s Authorization
  • Evidence of Experience in Similar Supplies (financing or supply of agricultural machinery)
  • Brochure/Photos of the exact goods the bidder intends to supply under the agreement.
  • All Bids must be accompanied by a Bid Security in the amounts indicated above or its equivalent in a freely convertible currency. The Bidder shall seal the original and each copy of the bid, in separate envelopes, duly marking the envelopes as “ORIGINAL (1)” and “COPY (3).” The envelopes shall then be enclosed in an outer envelope and sealed.
  • “Attention is drawn to the Procurement Regulations requiring the Borrower to disclose information on the successful bidder’s beneficial ownership, as part of the Contract Award Notice, using the Beneficial Ownership Disclosure Form as included in the bidding document.”
