- The Islamic Republic of Pakistan has received financing from the World Bank toward the cost of the Digital Economy Enhancement Project (DEEP) and intends to apply part of the proceeds toward payments under the Procurement of SolarWinds Licenses & Subscriptions (LOT-1) and Windows Server Licenses (LOT-2).
- The National Database and Registration Authority (NADRA) now invites sealed Proposals from eligible Proposers for Procurement of SolarWinds Licenses & Subscriptions (LOT-1) and Windows Server Licenses (LOT-2).
2.1 Delivery timelines as mentioned below for each LOT: Lot 1 – SolarWinds Licenses & Subscriptions: 2 Weeks from Contract Lot 2 – Windows Server Licenses: 2 Weeks from Contract 2.2 Installation and Configuration Completion for each LOT: 6 Weeks after user confirmation for infrastructure readiness for each LOT. 2.3 Go-Live: 2 Weeks after Installation and Configuration Completion of each LOT.
- The procurement process will be conducted through Single Stage-Two Envelope process on national market approach using Request for Proposals (RFP) as specified in the World Bank’s “Procurement Regulations for IPF Borrowers” Procurement in Investment Project Financing Goods Works, Non-Consulting and Consulting Services Fifth Edition, September 2023 (“Procurement Regulations”), and is open to all eligible Proposers as defined in the Procurement Regulations.
- Proposals will be evaluated in accordance with the evaluation process set out in the bidding documents. The following weightings shall apply for Rated Criteria (including technical and non-price factors): 60 % . and for Proposal cost: 40 %.
- Interested eligible Proposers may obtain further information from Procurement Specialist at the address below PIU-DEEP, 3rd Floor, COMSATS Head Office Building, 9 Shahrah-e-Jamhuriat, G-5/2 G-5, Islamabad, and inspect the request for proposals document during office hours 0900 to 1300 hours at the address given below.
- The request for proposals document in English is available at https://tenders.nadra.gov.pk/ free of cost and may be downloaded by interested eligible Proposers.
- The Pre-Proposal meeting for this activity will be scheduled on March 2, 2026 at 11:00 am at the same address given below.
- Proposals must be delivered to the address below on or before 11:00 am on March 16,2026 . Electronic procurement will not be permitted. Late Proposals will be rejected. The outer Proposal envelopes marked “ORIGINAL PROPOSAL”, and the inner envelopes marked “TECHNICAL PART” will be publicly opened in the presence of the Proposers’ designated representatives and anyone who chooses to attend, at the address below on March 16,2026 immediately after the proposal submission . All envelopes marked “FINANCIAL PART” shall remain unopened and will be held in safe custody of the Purchaser until the second public Proposals opening.
- All Proposals must be accompanied with a Proposal Security per LOT as mentioned below. The selection will be made LOT wise, and each bidder can apply for more than one LOT, however, the evaluation criteria will as per the criteria for each LOT. If a bidder applies for more than one LOT, he will qualify only for that (or those) LOT(s) for which he meets the evaluation criteria.
LOT 1 – PKR 2,520,000/- LOT 2 – PKR 140,000/- The Proposal Security shall be in the form of CDR (Call Deposit Receipt)/Bank Draft/Pay Order/unconditional Bank Guarantee. Cash / cheque shall not be accepted.
- Attention is drawn to the Procurement Regulations requiring the Borrower to disclose information on the successful Proposer’s beneficial ownership, as part of the Contract Award Notice, using the Beneficial Ownership Disclosure Form as included in the request for proposal document.
