REQUEST FOR EXPRESSIONS OF INTEREST (CONSULTING SERVICES – FIRM SELECTION) BADAN INFORMASI GEOSPASIAL THE GEOSPATIAL INFORMATION AGENCY INTEGRATED LAND ADMINISTRATION AND SPATIAL PLANNING PROJECT (ILASPP) Loan No.: 9732-ID ASSIGNMENT TITLE: Quality Assurance and Quality Control (QA/QC) Services for Geospatial Data and Base Maps Production REFERENCE NO.: ID-BIG-500925-CS-QCBS The Government of Indonesia has received financing in the amount of USD653 million from the World Bank toward the cost of the Integrated Land Administration and Spatial Planning Project (ILASPP), and intends to apply part of the proceeds for consulting services, namely Quality Assurance and Quality Control (QA/QC) Services for Geospatial Data and Base Maps Production.
The successful delivery of this project hinges on rigorous quality management, the scope of which is summarized from the Terms of Reference (TOR) as follows: 1. The primary objective of this assignment is to secure independent, reliable, and high-level Quality Assurance and Quality Control (QA/QC) Services for the outputs generated under the ILASP Project.
The selected consultant will ensure the accuracy, consistency, integrity, and timely delivery of all geospatial products, acting on behalf of Badan Informasi Geospasial (BIG). 2.
The scope of work shall include, but not be limited to, the following core tasks: a) The preparatory phase involves establishing and standardizing all necessary QA/QC protocols and forms, ensuring compliance with both technical specifications and aviation regulations, while simultaneously implementing a comprehensive risk management plan and delivering a dedicated, GIS-based Monitoring System for active oversight in both the BIG and Map Production Center (MPC) offices.
b) The QA activities to assure optimal resource deployment, conduct mandatory field and office audits across all stages of data acquisition (aerial, lidar, radar), processing, and map generalization, while simultaneously verifying technical specifications, maintaining project schedules, enforcing operational safety, and certifying final data handover.
c) The Quality Control activities to ensure all collected input data (Control Points, Raw Data) and derived output products (Orthophotos, DTM/DSM, Radar Images) meet specified quality sub-elements, and applying specialized, detailed criteria to the final Large Scale and Medium-Small Scale Base Maps, with detailed technical analysis required if sampling is used instead of whole-population checks.
d) The Monitoring and Reporting including monthly and quarterly meetings with the PIU and stakeholders, Individual Logbooks every three months, actively providing data for Risk Monitoring, Inception Report, and concise Monthly, Annual, and Final Reports. 3. The Consultant’s services are required for the period of 40 (forty) months from the date of the contract signing.
However, this timeline is an estimate and may be subject to adjustments. 4. The PIU of ILASPP now invites eligible institutions/consulting firms (“Consultants”) to indicate their interest in providing the services. Interested consultants should provide information demonstrating that they have the required qualifications and relevant experience to perform the services.
Consideration will be given to those who possess the following relevant qualifications: A. Technical and Managerial Expertise Core Business: Proven track record with a core business focused on geospatial information such as GIS/remote sensing/ photogrammetry/surveying.
Experience: a) Minimum of five (5) years of proven experience in geospatial data and information management, with national or international qualifications relevant to climate, environmental monitoring, or sustainable development. b) Preferably in the quality assurance and/or quality control in geospatial data and information projects.
c) The firm's portfolio must include the successful completion of at least two (2) similar activities in geospatial projects within the past ten (10) years, implemented for government institutions, State-Owned Enterprises (SOEs), or private sector entities. d) Experience in the Multilateral Development Bank (MDB) funded projects and in the Southeast Asia region will be advantage.
Managerial Staff: Availability within the firm of permanent (i.e. in the firm’s regular payroll) experts/professional staff relevant to the assignment. Key Experts will not be evaluated at the shortlisting stage; B. Administrative and Financial Strength. Compliance and Integrity: a record of good performance, and have no history of involvement in unlawful or unethical practices.
Financial resource: the availability of liquid assets and/or credit facilities in an amount not less than USD413,209. The Expression of Interest (EOI) must include the following: a) EOI Cover Letter: Clearly stating the intention to participate and specifying whether the submission is by a single firm or a Joint Venture (JV). The letter must be complete with the signature of the authorized representative.
b) Firm’s Profile: Brief profile, core business, and years in business. c) Experience: Summary of relevant projects demonstrated complete with the scope of work.
d) Proof of Financial Resource: Documentation that comprehensively demonstrates compliance with the mandatory financial resource requirement, clearly verifying the consultant's availability of liquid assets and/or unutilized credit facilities totaling an amount not less than USD413,209 to implement this contract if awarded. 5.
The attention of interested consulting firm is drawn to Section III, paragraphs 3.14, 3.16, and 3.17 of the World Bank’s “Procurement Regulations for IPF Borrowers” September 2023 (“Procurement Regulations”), setting forth the World Bank’s policy on conflict of interest. 6.
Firms may associate with others to enhance their qualifications, clearly indicating whether the association is in the form of a Joint Venture (JV) and/or a Sub-Consultancy. If the association is a JV, the EOI must include a Letter of Intent to form a JV, which clearly identifies the Lead Firm. The full Joint Venture Agreement is not required at this EOI stage.
The Expression of Interest (EOI) submission must explicitly explain: (a) the rationale/justification for the proposed inclusion of the JVmembers and/or sub-consultants in the association; and (b) the anticipated role and relevant qualifications of each member of the JV and/or of each sub-consultant for carrying out the assignment.
For shortlisting purposes, the qualifications of any Sub-Consultant will not be considered in the EOI evaluation. 7. The shortlist shall include not fewer than five (5) and not more than eight (8) eligible firms. 8. The consulting firm will be selected in accordance with the Consultants Quality and Cost-based Selection (QCBS) method described in the Procurement Regulations. 10.
