Der Landkreis Waldeck-Frankenberg möchte einen aktiven Beitrag zum Klimaschutz leisten und die Attraktivität des Landkreises als modernes Dienstleistungsunternehmen weiter stärken. Allen interessierten Tarifbeschäftigten soll aufgrund dessen weiterhin das Dienstradleasing mittels Entgeltumwandlung angeboten werden.
Auf Grundlage des Tarifvertrages zur Entgeltumwandlung zum Zwecke des Leasings von Fahrrädern im kommunalen öffentlichen Dienst (TV-Fahrradleasing) vom 25.10.2020 ist daher eine Leasing-Rahmenvereinbarung über Fahrräder zum Zwecke der Überlassung an Tarifbeschäftigte Gegenstand der Ausschreibung.
Die Rahmenvereinbarung soll Versicherungs-, Schulungs- und Serviceleistungen miteinschließen (- insbesondere die Abwicklung der Prozesse wie Bestellung, Rückgabe, Schadensfälle, Wartung und Reparatur sowie das Störfallmanagement und die Bereitstellung eines Online-Portals).
Der Leasinggeber und Service-Dienstleister mit Fachhändlern und Versicherungsdienstleistern soll ein einheitliches Angebot an Diensträdern bereitstellen. Leasingnehmer wird der Landkreis Waldeck-Frankenberg, der dem Beschäftigten das Dienstrad zur dienstlichen und privaten Nutzung überlässt. Ein Anspruch auf eine Mindestabnahmemenge aufgrund der Rahmenvereinbarung wird nicht begründet.
