FEDERAL GOVERNMENT OF NIGERIA NIGER STATE GOVERNMENT Nigeria Improved Child Survival Program for Human Capital MPA (P167156) Publication Issued Date: 12th November 2025 REQUEST FOR BIDS (RFB) Upgrading of 54 Selected Public Health Centers (PHCs) in Niger State of Nigeria INTRODUCTION: The Federal Government of Nigeria, on behalf of the Niger State Government has received a Credit from the World Bank towards the cost of improving the utilization and quality of immunization plus and malaria services in selected states of the federation and intends to apply part of the proceeds towards the payments for the Upgrading of 54 Selected Public Health Centers (PHCs) in Niger State.

The Niger State Government, through the Project Implementation Unit now invites sealed bids from eligible bidders for the Upgrading of 54 Selected Public Health Centers (PHCs) in Niger State as detailed below. Lots No.

Contract Description Contract Number Bid Security 1 Upgrading of 17 selected public health centers in Niger State NGS/IMPACT/W/01/10/2025 A 28,000,000.00 2 Upgrading of 20 selected public health centers in Niger State NGS/IMPACT/W/01/10/2025 B 27,000,000.00 3 Upgrading of 17 selected public health centers in Niger State NGS/IMPACT/W/01/10/2025 C 24,000,000.00 This is a single package but will be awarded on lot basis.

Only 1 Lot will be awarded to a successful bidder. BIDDING PROCEDURES: Bidding will be conducted through the National Competitive Bidding (NCB) procedures as specified in the World Bank’s Procurement Regulations for IPF Borrowers 2020 (“Procurement Regulation”) and is open to all eligible bidders as defined in the Procurement Regulation.

INVITATION: Interested eligible bidders may obtain further information in writing from State Project Implementation Unit (SPIU), through the Project Manager (PM) or Email: thamza65@yahoo.com and may also inspect the Bidding Documents during office hours between 9.00 am – 4.00 pm, Monday – Friday at the address given below.

PAYMENT FOR BIDDING DOCUMENTS: A complete set of bidding documents in English Language may be purchased by interested eligible bidders upon the submission of a written application to the address below and upon payment of a non-refundable fee of Eighty Thousand Naira ( N 80, 000. 00) for the package. The method of payment will be by Bank Draft issued in favor of Niger State IMPACT Project.

A copy of the Bidding Document can be sent to the bidder upon a written request through a courier firm at the service cost to the bidder. BIDS SUBMISSION AND OPENING: Bids must be delivered to the address below on or before 10:00a.m. on Monday `3rd December 2025 Electronic bidding will not be permitted. Late bids will be rejected.

Bids will be publicly opened in the presence of the bidders’ designated representatives and anyone who choose to attend at the address below by 10.00a.m. on Monday 3RD December 2025 .
