FY2026 E-Rate Form 470 Narrative Category One Fiber Connectivity Applicant: Streator Township High School District Location: Streator Township High School, 202 W Lincoln Ave, Streator, IL 61364 Streator Township High School District is seeking proposals from qualified service providers to design, provide, and install fiber optic connectivity from the main athletic scorebox to multiple athletic and support facilities located on the school campus.
This project is being requested under E-Rate Category One services and will comply with all Universal Service Administrative Company (USAC) requirements. The purpose of this project is to establish reliable, high-speed, and low-latency network connectivity to support athletic operations and related services.
This connectivity will support scoreboard control systems, track FAT (Fully Automatic Timing) systems, live scoring and event management, concessions point-of-sale systems, fieldhouse connectivity, and other operational and instructional needs. The proposed solution must also support future network expansion.
The primary demarcation point for this project will be the athletic scorebox located at Streator Township High School. Fiber connectivity will be extended from this location to multiple endpoint facilities, including the stadium scoreboard, concessions building, fieldhouse, track FAT timing location, and other athletic or support buildings as identified during project planning or site evaluation.
All service locations are located on the same campus. The selected vendor will be responsible for providing a complete, turnkey fiber connectivity solution, including all labor, materials, equipment, permits, and services necessary for full operation. This includes installation of single-mode fiber optic cable, conduit where required, pull boxes, handholes, fiber termination, and proper labeling and documentation.
Underground installation using trenching or directional boring is preferred; however, aerial installation may be proposed where appropriate and cost effective. Vendors may propose leased lit fiber service, leased dark fiber, self-provisioned fiber, or managed fiber solutions. Special construction proposals are acceptable and must include all necessary infrastructure components.
Vendors proposing lit or managed fiber services must include all required network electronics, optical equipment, demarcation devices, optics, and related components necessary to deliver service. The proposed fiber infrastructure must support a minimum bandwidth of 1 Gbps and must be scalable to at least 10 Gbps without requiring replacement of installed fiber.
Solutions should provide reliable, enterprise-grade connectivity capable of supporting current and future operational requirements. All vendors must be E-Rate eligible, provide a valid SPIN, and comply with all USAC program requirements. Proposals must clearly identify eligible services and provide itemized pricing for recurring and non-recurring costs, including any special construction charges if applicable.
The district reserves the right to select the most cost-effective and E-Rate eligible solution based on overall value, scalability, and compliance with program requirements. The project is contingent upon E-Rate funding approval, and installation is anticipated to begin on or after July 1, 2026. Agency: Streator Township High School Status: Certified
