ID-ATR-BPN-534048-CS-QCBS The Government of Indonesia has received financing from the World Bank toward the cost of the Integrated Land Administration and Spatial Planning Project (ILASPP) and intends to apply part of the proceeds for consulting services. The consulting services (“the Services”) are to develop climate-informed spatial planning technical materials and drafting regional head regulations (RANPERKADA) for the Detailed Spatial Plan (RDTR). This aims to help local governments expedite the preparation of business licenses by integrating the RDTR with the Online Single Submission (OSS) system. The scope of activity mainly comprised to six (6) task stages as follows: (i) Preparation Task; (ii) Data and information collection Task; (iii) Data processing and analysis Task; (iv) Formulation of the Concept Plan Task; (v) Drafting the Regional Head Regulation of the RDTR for the Regency/City Task; and (vi) Preparation of Requirements for Substantive Approval Task. The assignment will be carried out for 6 (Six) months. The assignment will be contracted into 4 (four) lots. 124 Man-Month The detailed Terms of Reference (TOR) for the assignment can be found at the following: https://spseicb.lkpp.go.id/spseicb/ The Ministry of Agrarian Affair and Spatial Planning/National Land Agency through the Working Group now invites eligible consulting firms (“Consultants”) to indicate their interest in providing the Services. Interested Consultants should provide information demonstrating that they have the required qualifications and relevant experience to perform the Services. The shortlisting criteria are:
- Should have business permit in the related field/services;
- The number of members in a Joint Venture (JV) maximum 3 firms and must indicate clearly which lead and member;
- having experiences of the relevant experience during the last 5 (five) years on Preparation / review / revision of spatial planning document (RDTR, RTR, RTRW), list experience in Excel and PDF formats; and
- having the availability of experts such as Urban and Regional Planning Expert (Team Leader), Urban and Regional Planning Expert (Co-Team Leader), Mapping/GIS Expert, Environmental Safeguard Expert, Social Safeguard Expert. The number of experts must be sufficient for the lot of interest. The Interested Consultants should provide list of expert information, at least Full name, Expertise / Position, Education Background, Number of Experiences, etc. Curriculum vitae (CV) of Experts will not be evaluated at the shortlisting stage.
The attention of interested Consultants is drawn to Section III, paragraphs, 3.14, 3.16, and 3.17 of the World Bank’s “Procurement Regulations for IPF Borrowers” September 2023 (“Procurement Regulations”), setting forth the World Bank’s policy on conflict of interest. Consultants may associate with other firms to enhance their qualifications but should indicate clearly whether the association is in the form of a joint venture and/or a sub-consultancy In the case of a joint venture, all the partners in the joint venture shall be jointly and severally liable for the entire contract, if selected. In the case if sub-consultancy, for the shortlisting purpose, the qualification of sub-consultant will not be considered in the EOI evaluation. A Consultant will be selected in accordance with the Quality and Cost Based Selection (QCBS) method set out in the Procurement Regulations.
