Scope overview
Die Samtgemeinde Emlichheim beabsichtigt, den Neubau eines Feuerwehrhauses als Ersatz für das bestehende Feuerwehrhaus zu errichten, da dieses nicht mehr den aktuellen Anforderungen entspricht.
Der Auftragnehmer hat auf Grundlage einer funktionalen Bauleistungsbeschreibung mit Raumprogramm alle erforderlichen Planungs- und Bauleistungen für die schlüsselfertige Errichtung des Feuerwehrhauses sowie die Herstellung der zugehörigen Außenanlagen am Standort in Emlichheim zu erbringen. Diese umfasst auch die Erstellung der Genehmigungsplanung und die Einreichung des Bauantrages.
Das Raumprogramm des Neubaus umfasst eine Nutzungsfläche (NUF) von ca. 1.500 m² und insgesamt 8 Stellplätze für Feuerwehrfahrzeuge. Planerisch zu berücksichtigen ist die mögliche zukünftige Erweiterbarkeit der Fahrzeughalle um zwei weitere Einstellplätze (Kategorie 2). Die Finanzierungsleistungen umfassen die Bauzwischen- und einredefreie Endfinanzierung über 20 Jahre ab Abnahme der Bauleistungen.
Der Auftraggeber erwartet ein umfassendes Gesamtangebot für Planungs-, Bau- und Finanzierungsleistungen sowie für Wartungsleistungen und Einregelungsleistungen innerhalb der verlängerten Gewährleistungsfrist.

Für die Bewerbung im Teilnahmewettbewerb werden Nachweise und Erklärungen eines Bauunternehmens und eines Entwurfsverfassers (Architekturbüro) erwartet, welche nach Auswahl im Teilnahmewettbewerb zusammen ein Angebot erarbeiten und im Auftragsfall die Leistungen gemeinsam erbringen. Der Einsatz eines Wärmedämmverbundsystems mit Putzoberfläche und der Einsatz von PVC (z.B.
in Oberflächen, Leitungen, Dichtungen) sowie Sichtbeton sind ausgeschlossen. Folgende Bauweisen sind nicht zugelassen, z.B. Holzmodulbau. Die Leistungen werden als Gesamtvergabe an einen Totalunter-/-übernehmer im Verhandlungsverfahren mit Teilnahmewettbewerb vergeben.
