Project: Livestock Productivity and Resilience Support (L-PRES) Project Employer: Niger State Coordination Office Country: Nigeria Issued on: Wednesday, 29th October, 2025 The Federal Government of Nigeria (FGN) (hereinafter called “Borrower”) has received financing from the International Development Association (IDA) (the “Bank”) in the form of a “credit” (hereinafter called “credit” toward the cost of Livestock Productivity and Resilience Support (L-PRES) Project and intends to apply part of the proceeds toward payments under the contract for; Upgrade of Livestock Market at Kutiriko, Upgrade of Livestock Market at Beji, Upgrade of Poultry Processing Centre at Ultra-Modern Market Minna and Construction of Small Ruminant Processing Unit at Modern abattoir Minna.

Procurement process will be governed by the World Bank’s Procurement Regulations. UPGRADE OF POULTRY PROCESSING CENTRE AT ULTRA MODERN MARKET MINNA CHANCHAGA 1,689,000.00 14,075,000.00 95,710,000.00 Two (2) Contracts each of N45,040.000.00 within the last five years 4 CONSTRUCTION OF SMALL RUMINANT PROCESSING UNIT AT ULTRA MODERN ABATTOIR MINNA CHANCHAGA 9,024,103.81 75,200,865.11 511,365,882.77 Two (2) Contracts each of N240,642,768.36 within the last five years Note: The project involves upgrades of livestock markets at Kutiriko and Beji having an existing site with scope of activities to includes; Administrative block, Large/Small ruminant sheds, loading and offloading bay, Open stall, Canteen, Public toilet, incinerator, solar environmental lights, Mosque, Cow dung collection unit, solar powered borehole, Gatehouse and gates.

Construction of Small Ruminant Processing Unit at Modern abattoir Minna with activity scopes as small ruminant slaughterhouse, Meat Stalls, shops, lairrage, drilling of solar powered borehole, solar lighting system, Construction of perimeter fence, public toilet and external works . The Upgrade of Poultry Processing Centre at Ultra-Modern Market Minna .

With a scope of construction of Chicken processing /Slaughter house and provision /installation of Chicken de – feathering machine / equipment. Strict undertaking of Social and Environmental Safeguard measures. The work is expected to be completed within 12 months.

Bidding will be conducted through National Competitive procurement method using Request for Bids (RFB) document as specified in the World Bank’s “Procurement Regulations for IPF Borrowers - Procurement in Investment Projects Financing” November, 2020 - Fourth Edition (“Procurement Regulations”), and is open to all eligible Bidders as defined in the Procurement Regulations.

Interested eligible bidders may obtain further information from the State Project Coordination Office Niger State Livestock Productivity and Resilience Support (L-PRES) Project and inspect the bidding document during office hours 0900 to 1600 at the address given.

The bidding document in English Language may be purchased by interested eligible Bidders upon the submission of a written application to the address and upon payment of a non-refundable fee of One Hundred and Fifty Thousand Naira (NGN150,000.00) only per LOT. The method of payment will be direct deposit to the specified account below. The document will be made available at the address below.
