Endline Study and ICR Report for Livestock Commercialization Project

REQUEST FOR EXPRESSIONS OF INTEREST (Consulting Services – Firm Selection) LIVESTOCK COMMERCIALIZATION PROJECT Credit No.: 6508-MN Assignment Title: Endline study and ICR report Reference No.: CS-CQS-C3-01/2024-01 The Ministry of Food, Agriculture and Light Industry (MOFALI) invites eligible consulting firms to express their interest in providing consulting services for conducting the endline evaluation of the project and preparing the project’s Implementation Completion Report (ICR), under the Livestock commercialization Project financed by the International Development Association (IDA) of the World Bank.

The objective of the consulting service is to assess the achievement of the project’s development objectives, performance of indicators, outcomes, impacts, and key results, as well as to provide conclusions and recommendations. The evaluation will also summarize lessons learned, comparative analyses, and insights to inform both the financier and the implementing agency.

The consulting firm is required to meet the following qualifications: • Be a legally registered entity with at least 5 years of experience in delivering consulting services; • Have a minimum of 5 years of proven experience in project evaluation, endline assessments, impact evaluations, and/or monitoring of livestock and/or agricultural development projects; • Have prior experience in conducting mid-term or final evaluations of similar livestock-related projects financed by the World Bank or other international organizations.

Consulting firms may associate with other firms to enhance their qualifications. In the case of an association, all partners shall be jointly and severally liable for the entire contract. The consultant will be selected using the Consultant’s Qualifications Selection (CQS) method, in accordance with the World Bank Procurement Regulations for IPF Borrowers.
